About the Country/Multi-Country Office

As part of the Global Portfolios Office, UNOPS Geneva provides comprehensive solutions in secretariat hosting, operational support, and fund management. We manage global programmes, including the Water, Environment and Climate (WEC) Portfolio, offering project management, procurement, HR, and financial services. Geneva hosts the secretariats of eight global partnerships focused on health (RBM, Stop TB, ATscale), nutrition (SUN), water/sanitation (SHF), humanitarian leadership (GELI), urban development (Cities Alliance), and disaster displacement (PDD). We also provide fund management for EIF and UN Water, and operational support to Geneva-based partners like the Global Fund and UNHCR.

Cities Alliance (CA) est un partenariat mondial sous l’égide de l’UNOPS qui travaille sur le renforcement du rôle des villes dans le développement durable et la réduction de la pauvreté. Le partenariat vise à améliorer la qualité et la cohérence des appuis fournis aux villes dans le monde en développement, ainsi que la qualité, la pertinence, l’efficacité et l’impact des programmes urbains de ses membres.

Dans le cadre du programme-pays Tunisie, Cities Alliance s’est engagé en Tunisie dans la promotion de la planification urbaine stratégique dans les villes secondaires, le renforcement de la démocratie locale, le lancement d’études innovantes avec l’objectif de préparer les futures politiques publiques urbaines et l’implémentation des projets concrets.

Le programme-pays fournit de l’assistance technique pour appuyer la gouvernance urbaine locale, cette assistance se rapporte à la planification municipale, à l’élaboration de politiques et de stratégies urbaines, au renforcement des capacités des communes en planification, élaboration et exécution de projets d’infrastructures.

Dans le cadre du projet Femmedina, nous recherchons un Officier Senior en communication afin de renforcer nos actions de communication stratégique, digitale et narrative. En étroite collaboration avec l’équipe projet, son rôle est de valoriser les activités menées, appuyer la capitalisation des expériences et améliorer la visibilité auprès des partenaires et du grand public.

A travers Femmedina, Cities Alliance appuie les municipalités tunisiennes (Mahdia, Sousse, Kairouan et Msaken) à intégrer la dimension genre dans l’aménagement urbain et la gouvernance locale. À travers l’aménagement de quatres espaces pilotes, un jardin inclusif dans la médina de Mahdia, un souk des femmes à Msaken, une zone d’activités mixtes, une place et l’aménagement d’une rue attractive à Sousse et un Jardin inclusive dans la médina de Kairouan le projet vise à offrir des espaces publics accessibles, sécurisés et porteurs d’opportunités pour les femmes.

Role Purpose

La mission principale de l`officier senior en communication est d’appuyer l’équipe projet dans la conception, la rédaction, la structuration et la diffusion de contenus de communication à destination de différents publics cibles, à travers divers canaux (blogs, newsletters, vidéos, réseaux sociaux, presse, etc.).

Functions / Key Results Expected

Sous la supervision de la cheffe du projet, l`Officier Senior en Communication sera responsable des activités suivantes : 

  • Préparer les timelines des différents supports de communication déclinés de la stratégie de communication du projet

  • Rédiger des articles de blog et du contenu narratif valorisant les activités et les résultats du projet

  • Rédaction et publication de contenus sur les réseaux sociaux

  • Conception des vidéos du projet et du podcast (tournage et post-production)

  • L’écriture de scripts pour les vidéos du projet (documentaires, témoignages, vidéos de capitalisation)

  • Coordonner le montage des vidéos en collaboration avec les prestataires techniques

  • Produire des résumés narratifs à l’attention des bailleurs et partenaires

  • Assurer la communication régulière avec les partenaires nationaux via des newsletters, des 'Save the Date', et autres supports de communication institutionnelle

  • Former les femmes bénéficiaires des projets pilotes sur les bases du marketing digital

  • Coordonner avec les municipalités partenaires pour rédiger leurs communiqués de presse et contenus digitaux liés au projet Femmedina

  • Accompagner les municipalités dans leur communication citoyenne, notamment sur les médias sociaux et traditionnels.

Education Requirements

Requis

  • Avoir un diplôme universitaire avancé (Mastère ou équivalent) en études de communication, publicité, sciences de l’information ou dans un domaine connexe est obligatoire.

  • Avoir un diplôme universitaire de premier cycle (Licence ou équivalent) en études de communication, publicité, sciences de l’information ou dans un domaine connexe avec deux (2) ans d'expérience professionnelle supplémentaire pertinente peut être accepté au lieu du Mastère.
