Duties and Responsibilities

The United Nations Environment Programme (UNEP) recognizes the need to address global environmental concerns in an increasingly urbanizing world. It is in this context that UNEP supports and promotes sustainability in buildings and construction, emphasizing sustainable buildings' local and global benefits and the role of the built environment in delivering against the Paris Agreement, the New Urban Agenda and the 2030 Agenda with its 17 Sustainable Development Goals. UNEP hosts the Secretariat of the Global Alliance for Buildings and Construction (GlobalABC), voluntary, international, multi-stakeholder partnership serving as the global collaborative umbrella organization for platforms, initiatives and actors working towards a zero-emission, efficient and resilient buildings and construction sector. GlobalABC includes the network of thematic Action Groups and regional Hubs, which convene governments, industry, research institutions and civil society to produce knowledge materials, advance policy recommendations, and accelerate implementation across the sector. In March 2024, the Buildings and Climate Global Forum in Paris marked a key milestone with the adoption of the Déclaration de Chaillot by over 60 countries, establishing the Intergovernmental Council for Buildings and Climate (ICBC) to align national efforts with global climate goals. Launched at COP29 and coordinated by GlobalABC, ICBC operates under the Declaration’s framework, meeting twice yearly online at senior official level and annually at ministerial level during major events such as COP, UNEA, or the World Urban Forum. It has set its governance framework, adopted a 2025–2027 workplan, confirmed thematic priorities, and follows a troika leadership model with France as Chair and Brazil and Kenya as Vice-Chairs. To deliver on these commitments, UNEP requires a consultant with a background in sustainable buildings and construction, multilateral processes, and knowledge management to develop technical analyses, policy documents, and communication materials across the GlobalABC team's workstreams, with a primary focus on GlobalABC Hubs and Action Groups and ICBC-related work.
