Description
Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.
Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
Assist the state civil aviation authority (CAA) for extensive consultations with stake holders of the following three groups:
- government entities who have direct interest in air transport policy and regulatory function;
- non-aviation government entities whose actions have impact upon air transport policy and regulation;
- interested non-governmental parties which influence policy and decision making.
For consultations stated at 1. above, prepare and conduct seminars.
Prepare a summary of the proceedings of the seminars.
Where considered necessary, conduct consultations outside the seminar with selected major stake holders.
As a result of consultations, prepare a report on implications of proposed policy and recommend changes, if any, to the existing document.
With state CAA's agreement / comments, prepare a revised version of the policy document.
Assist state CAA in submitting the document (together with a draft cabinet memo) to the government for adoption as the formal and official policy.
Assist state CAA in presentation of the revised version of the policy document at a government-level meeting.
Perform other related duties, as assigned.

1) 10 years’ experience in governmental (civil aviation) or international airline developing policies and making policy submissions or decisions in the following areas:
- air traffic studies, forecasting trends, fleet planning, etc.;
- tour and charter operations;
- regulations of the air transport market;
- control of airline operating economics, and control of the economics of airports and route facilities;
- relationship of recurrent costs and user charges;
- bilateral agreements.
- Ability to present, defend and amend air transport projects or proposals.
2) Must demonstrate knowledge of current trends in the world air transport industry;
3) Experience in facilitating services to private and commercial air operators, understanding their requirements to ensure effective coordination of policy making decisions and liaison with other national arms of the government, such as Foreign Affairs, Tourism, Public Works, Roads, Health, Immigration, Customs, Attorney General, etc., including external advisers and consultants;
4) Should demonstrate knowledge and experience in formulating civil aviation policies, preparation of organizational plans, regulations and procedural documents for aviation services, including for relevant training programmes;
5) Completion of the ICAO CMA Computer Based Training course.

- A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
