The International Atomic Energy Agency (IAEA) is seeking a Consultant - Instructional Design Specialist to support the Department of Safeguards, specifically the Division of Concepts and Planning. The primary purpose of this role is to design and develop specialized training courses, particularly for an advanced induction programme, using eLearning authoring tools and instructional design best practices. The incumbent will collaborate with Subject Matter Experts to create accurate and engaging training materials, including eLearning modules, in-person components, facilitator guides, and learner resources. Key responsibilities involve collecting and analyzing reference materials, reviewing instructional outlines and learning objectives, and conducting quality assurance activities to ensure compliance with programme standards and accessibility requirements. The role requires applying structured instructional design approaches to develop learning objectives, assessments, and practical exercises. The ideal candidate possesses strong proficiency in eLearning tools like Articulate Storyline and 360, along with experience in needs analysis and curriculum design. This is a consultancy position based at the IAEA Headquarters in Vienna, Austria, offering a daily fee and travel allowances for duty travel.

Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole. 

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis;

collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support. 

The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts, approaches and policy at the facility and State level; the development and provision of safeguards training for staff and Member States; strategic planning and the development of resource mobilization priorities; the coordination of Member State Support Programmes and associated research and development activities; and the implementation of the quality management system of the Department. 

Main Purpose

The Subscriber shall design and develop training courses using eLearning authoring tools. They will work with Subject Matter Experts to create accurate training, and base their design and development on learning theory and current best practices in the field.

Functions / Key Results Expected

  • Support the design and development of specialised safeguards technical training modules as part of an advanced induction programme.

  • Collect and analyse reference materials, consult with subject matter experts (SMEs), and document findings to inform course design and development.

  • Review and amend course design plans, instructional outlines, learning objectives, assessments, and blended design plans in accordance with the instructional framework.

  • Develop eLearning modules and in-person components, facilitator guides, learner materials, interactive learning resources, and associated training documentation.

  • Conduct reviews and quality assurance activities, incorporating feedback from instructional designers, SMEs, programme management, and pilot participants.

  • Finalize course materials through testing, revision, and refinement, ensuring compliance with programme quality standards, accessibility requirements, and instructional design best practices.

  • Contribute to the implementation of the project workplan and support the timely delivery of agreed outputs.

Knowledge, Skills and Abilities

Assets:

  • Experience in needs analysis, curriculum or learning pathway design.

  • Experience developing specialised technical or scientific training.

  • Experience with additional learning technologies and multimedia development tools (e.g. Vyond, Canva, Camtasia, Adobe Creative Suite).

  • Experience applying AI tools to instructional design, content development, or learning analytics.

  • Experience working in an international organisation (such as the UN system or IAEA).

  • Familiarity with safeguards, nuclear non-proliferation, nuclear security, or similar technical domains.

Qualifications and Experience

  • Advanced university degree in instructional design, education, learning sciences, educational technology, adult learning, or a related field. A first-level university degree in combination with additional relevant experience in instructional design, eLearning development, or technical training development may be accepted in lieu of an advanced degree.

  • At least five years of experience in instructional design, learning and development, training development, or a related area.

  • Proven experience designing and developing instructor-led, eLearning, and blended learning programmes, including:

    • Experience applying structured instructional design approaches to develop learning objectives, assessments, practical exercises, and training materials.

    • Proficiency in eLearning authoring tools, including Articulate Storyline and Articulate 360.

    • Experience working with subject matter experts to analyse needs and develop technical or professional training materials.

    • Excellent written and spoken English. 

      Fluency in any other IAEA official language (Arabic, Chinese, French, Russian, Spanish) is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
