The Programme Management Officer (P4) supports the UN Support Office in Haiti (UNSOH) by leading the transition of transactional administrative services (HR, Finance, operations) to a common platform or shared service centre. Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS).
The temporary position is based in Port-au-Prince and reports to the Chief Operations and Resources Manager.
Responsibilities
Within delegated authority, the incumbent will carry out the following duties: Programme Planning and Scoping
- Lead the scoping, planning, coordination and implementation of the transition of transactional administrative services, including Human Resources, Finance and related operational support functions, to a common administrative platform and/or shared service centre, ensuring continuity of operations and achievement of organizational objectives within established implementation timelines.
- Develop comprehensive transition strategies, implementation roadmaps, governance arrangements, milestones, risk registers, dependency mapping and benefits realization plans to support successful migration of services in accordance with United Nations administrative reform initiatives and Service Level Agreements.
- Coordinate cross-functional project teamswithin UNSOH and engage with Headquarters, as required , the Regional Service Centre, client entities and stakeholders to ensure effective planning, decision-making, change management and timely delivery of transition activities.
- Leverage Enterprise Resource Planning (ERP) systems, business intelligence tools and digital workflow platforms to conduct process mapping, workload analysis, resource planning, service demand forecasting, data validation and readiness assessments supporting evidence-based decision-making.
- Analyse business processes and identify opportunities for standardization, automation, simplification and optimization of transactional workflows to improve efficiency, internal controls and client service delivery.
- Programme Management and Reporting:
- Monitor implementation through KPIs, dashboards and performance metrics with established Service-Level Agreements, identifying risks, issues and corrective actions to ensure delivery against stringent implementation milestones.
- Develop and oversee transition governance documentation, implementation plans, SOPs, communication strategies, stakeholder engagement plans and post-transition stabilization activities.
- Conducting strategic analysis to identify strategic value gaps and the resources required to fill them.
- Conduct periodically and analyzing information gathered from client satisfaction surveys and formulating convincing and well substantiated conclusions and recommendations for improvements in service delivery. Report Writing:
- Preparing analytical reports and presentations on strategic service delivery issues, including data analysis, identifying issues, forming hypotheses and synthesizing conclusions into recommendations and presentations, background papers, analytical analyses, guidelines, conference room papers and other documents, as needed for inputs into legislative documents. Service Delivery /Client management:
- Planning and generating survey initiatives; reviews, analyzes and interprets responses; designing questionnaires; reviewing, analyzing and interpreting survey responses; identifying problems, issues and preparing conclusions; Establishing and maintaining effective relationships with clients and partners in the Secretariat/missions .
- Carrying out any other duties that may be assigned.
