Working at UNHCR: staff appointments and the affiliate workforce

UNHCR combines internationally mobile staff, national and local staff, and an affiliate workforce that includes consultants and UN Volunteers.

UNHCR’s workforce includes staff members and additional personnel engaged through affiliate arrangements. The distinction can be easy to miss when everyone works in the same country operation.

The contract field tells you whether a vacancy is a staff appointment, consultancy, internship or another arrangement. Duties in protection or programme work do not determine status by themselves.

International Professional staff

UNHCR’s contract and appointment guide describes International Professional staff as fixed-term appointees serving in field locations, Geneva headquarters and Global Service Centres. These positions are subject to rotation.

UNHCR normally fills International Professional openings internally first. External advertising follows when a suitable internal candidate is not found. A narrow external vacancy list therefore does not represent the full international staffing structure.

On first recruitment, an International Professional assignment must be outside the candidate’s country of nationality. International staff are also not normally assigned to serve in their country of nationality later. Applicants need full proficiency in English, with another UN or operational language required or desired according to the post.

Temporary Appointments can also be used for short-term needs. UNHCR states that a Temporary Appointment carries no expectation of renewal and cannot be converted into another appointment type.

National and locally recruited staff

National Professional Officers are nationals of the country in which they serve. Their functions are professional and require substantial knowledge of local conditions, institutions and systems. NO vacancies can cover protection, programme, external relations, information management and other specialist work.

General Service staff are recruited locally and must be legally present in the country of the duty station. Their work ranges from administration and secretarial support to specialized roles such as protection assistance, public information, supply and finance support. GS staff are not subject to the International Professional rotation requirement.

The vacancy sets the grade, education, experience and language requirements. Local recruitment does not necessarily mean basic work; senior NO and GS posts can carry substantial operational responsibility.

Affiliate workforce and talent programmes

UNHCR uses consultants for specialist, time-bound assignments. Consultants are not staff members, and the terms of reference set deliverables, fees and duration.

UN Volunteers form a major part of the affiliate workforce in many operations. Their assignments are governed by UNV Conditions of Service, including living allowances and insurance, rather than UNHCR staff rules.

Internships provide supervised experience for eligible students and recent graduates under UNHCR’s internship terms. JPO and UN Volunteer roles are advertised through their programme channels instead of the main UNHCR application system.

Applicants should avoid using affiliate as a synonym for temporary staff. Affiliate personnel and temporary appointees have different legal arrangements.

Functional profiles

Protection is UNHCR’s largest recognizable professional field. Posts cover refugee status determination, registration, resettlement, community-based protection, child protection, gender-based violence, legal work and durable solutions.

Programme and field roles handle planning, implementation, partner agreements, monitoring and reporting. Emergency, shelter, camp coordination, public health, cash assistance, information management and data posts support operational delivery.

UNHCR also recruits in supply, logistics, procurement, finance, human resources, security, information technology, external relations, communications and private-sector partnerships. A Protection Associate can be General Service, while a Protection Officer can be national or international professional. The actual category appears in the notice.

Applying

Almost all staff vacancies, temporary appointments, consultancies, internships and Evergreen talent-pipeline opportunities are published through the UNHCR online recruitment platform. Candidates create a profile and apply to a specific opening.

UNHCR states that people with an immediate relative who is a UNHCR staff member, defined on its application page as a father, mother, son, daughter, brother or sister, are ineligible to apply. Other family and conflict rules can also apply during review.

Fill in the online profile with exact employment dates, duties, languages and education. For protection and field posts, distinguish direct casework, policy advice, supervision and coordination. These are assessed differently even when they concern the same population.

A roster or Evergreen pipeline is a pool for possible future selection. Placement in a pool is not an appointment. Likewise, a temporary role cannot be presented as a fixed-term pathway.

UNHCR charges no fee during recruitment. Current openings and messages should be checked against the official platform before documents are sent.
