Working at OHCHR: contracts, grades and career paths

How OHCHR recruits staff and non-staff personnel, with official UN grades, appointment types and distinctions that human rights applicants need to know.

OHCHR supports human rights monitoring, reporting, treaty bodies, special procedures, technical cooperation and field presences. Its staff members serve under the United Nations Secretariat system. There is no separate OHCHR contract ladder to translate into an internal or unofficial level.

For applicants, the useful distinction is between the function, the grade and the legal arrangement. “Human Rights Officer” describes a function. P-3 describes the classified level. Fixed-term or temporary describes the appointment.

Staff grades and appointments

OHCHR’s internationally recruited human-rights and policy posts are normally in the Professional category; larger field presences and headquarters branches also have Director-level leadership. National Professional Officers are recruited from nationals of the country of service for work grounded in local law and institutions. General Service colleagues support documentation, programmes and administration under local recruitment rules.

After the grade, an OHCHR staff notice states the appointment type. The UN Secretariat appointment framework uses fixed-term appointments for specified periods, ordinarily one to five years, and temporary appointments for needs normally lasting less than a year. An extension is possible only under the applicable rules and is never promised by either label.

A continuing appointment is open-ended and governed by eligibility rules for current staff. It is not usually presented as a contract choice for someone applying from outside the organisation.

This matters in field operations. A temporary National Professional Officer post created for an urgent monitoring need can have substantial responsibility while remaining a time-limited appointment. Seniority of the work does not alter the contract.

Consultancies, internships and fellowships

OHCHR can engage consultants or individual contractors for defined services and outputs. These are non-staff contracts under the Secretariat’s rules for consultants and individual contractors. A consultant may be an experienced lawyer or investigator, but professional experience does not turn the assignment into a P-level appointment. Fees, deliverables, travel and duration come from the specific terms of reference.

Internships are supervised learning arrangements and are not junior staff posts. OHCHR also runs fellowships and training programmes for particular groups. A fellowship may offer a stipend or travel support, but it should not be described as employment unless the programme’s own rules say so.

There is another frequent source of confusion. Special rapporteurs, independent experts and members of working groups are mandate holders appointed through Human Rights Council procedures. They are independent experts, not OHCHR staff vacancies. OHCHR supports their mandates, but applying to become a mandate holder is not the same process as applying for an OHCHR job.

Areas of work

Human rights officers may monitor and investigate alleged violations, conduct legal and policy analysis, prepare public or internal reporting, support accountability processes, or advise governments and civil society. Other teams service treaty bodies, the Universal Periodic Review and special procedures. Field presences work on early warning, protection, humanitarian response, civic space, non-discrimination, gender equality and technical cooperation.

Information management, statistics, digital investigation, communications, programme management and security-related coordination also appear in OHCHR operations. Administrative, finance, human resources, procurement and conference support roles follow the relevant Secretariat job families.

Strong human rights knowledge is only part of the profile. A notice may require interviewing and verification skills, experience in a field presence, knowledge of international law, data handling, drafting ability or specific languages. Applicants should address the published criteria rather than write a general statement of commitment to human rights.

Official application route

OHCHR’s regional office recruitment guidance directs candidates to UN Careers for fixed-term openings, temporary job openings and internships. Applications for staff posts are made through UN Careers and Inspira. A properly issued consultancy notice may specify its own official submission process.

Check the department, job opening number, duty station, category, grade and appointment type on the original notice. For National Professional Officer and General Service jobs, confirm the nationality or local recruitment conditions. Never pay an application or processing fee.

A careful reading also protects applicants from overstating status later. A consultancy is valuable professional work, but it should remain a consultancy on a CV. A fellowship is a fellowship. A mandate-holder role is independent service. Using the official label makes your experience easier for a recruiter to understand and keeps comparisons between opportunities honest.
