Working at OCHA: contracts, grades and career paths

A practical guide to OCHA staff appointments, UNDP-administered field roles, consultancies and official grades in humanitarian coordination careers.

OCHA coordinates humanitarian action rather than delivering every form of relief itself. Its workforce includes humanitarian affairs officers, information managers, fund specialists, policy advisers and operational staff. OCHA is part of the United Nations Secretariat, so staff posts issued by OCHA follow Secretariat categories, grades and appointment rules.

Field recruitment adds one complication: some national posts are administered through UNDP. The job may support an OCHA office, yet the appointment or service contract is issued under the administrative framework named in the notice. Applicants should not infer the contract from the OCHA logo alone.

Secretariat staff appointments

OCHA uses Professional grades for internationally recruited humanitarian affairs, coordination, information-management and policy posts. Senior offices can include Director-level jobs. In country operations, National Professional Officers bring nationally recruited expertise, while General Service staff provide local programme and operational support. Those categories have different eligibility rules, all stated in the opening.

A humanitarian job’s P, NO or G grade records level and recruitment category, while the appointment wording determines duration. The UN Secretariat appointment rules permit fixed-term appointments for specified periods, normally one to five years, and temporary appointments for needs ordinarily lasting under a year. Continuing appointments are open-ended but subject to eligibility rules and are not the usual route advertised to new external applicants.

A P-4 post can therefore be temporary or fixed-term. The same grade does not mean the same contract.

National recruitment administered by UNDP

OCHA’s own guidance on national staff recruitment notes that national field recruitment is often processed through UNDP, while headquarters positions use Inspira. Arrangements can vary by location.

Read the “contract type,” “agency” and application platform fields closely. If the official notice offers a UNDP appointment or personnel services agreement, those UNDP terms control. It is not automatically a UN Secretariat appointment even if the duties sit wholly within an OCHA country office. Likewise, a graded OCHA staff opening on UN Careers remains a Secretariat post.

This is not a minor administrative detail. Staff status, benefits, pension participation, leave and renewal rules depend on the actual instrument offered.

Consultants and other personnel

OCHA may hire consultants or individual contractors for time-bound analysis, evaluations, training, data products or specialised emergency support. Under the Secretariat’s consultant and individual contractor framework, these are non-staff arrangements. If UNDP administers the engagement, the notice may instead use a UNDP service-contract modality. In either case, do not assign it a P or NO grade unless the vacancy is expressly a staff post.

UN Volunteers, standby partner personnel, secondees and interns can also work alongside OCHA teams. Each retains the status set by the sending or contracting organisation. An internship is not a junior Professional post, and a secondment does not necessarily create an OCHA appointment.

What OCHA recruits for

Humanitarian affairs officers support coordination, emergency response, access negotiations, civil-military coordination and policy. Information management officers build common operational datasets, maps and analysis. Other teams work on needs assessment, anticipatory action, advocacy, protection-sensitive coordination and humanitarian financing, including pooled funds.

OCHA also recruits for communications, donor relations, programme management, administration, finance, human resources, procurement and information technology. Field posts often ask for crisis experience, sound judgement under pressure and the ability to work with governments, UN agencies, NGOs and local actors. Language requirements follow the operation.

Applying without misreading the notice

Secretariat staff vacancies are advertised through UN Careers and submitted in Inspira. OCHA’s field footprint and current openings can also be explored through the UN Careers field careers page. Where an official vacancy links to the UNDP recruitment platform, use that link and assess the UNDP contract stated there.

Before applying, write down the employing or contracting entity, personnel category, grade, appointment or service-contract type, duration and duty station. Check local nationality requirements for NO posts and local recruitment conditions for General Service work. No legitimate UN recruitment process asks an applicant to pay a fee.

For OCHA opportunities, the best clue is always the formal contract field. The programme name tells you whose humanitarian work you will support. The appointment document tells you who employs you and on what terms.
