The Project Associate role supports programme activities under the supervision of the Chief of Mission and Head of Sub Office in Chuuk, Federated States of Micronesia, with coordination from Pohnpei. The incumbent provides technical expertise on emergency response distribution plans, coordinates Non-Food Item (NFI) distributions, and supports the implementation of IOM’s Displacement Tracking Matrix (DTM) and protection monitoring during the Typhoon Sinlaku response. The role involves implementing and monitoring relief activities under Resilience and CERF projects, retrieving and analyzing project data, and monitoring budgets. The associate acts as a focal point for administrative coordination, liaising with diverse organizational units and external parties. Duties also include drafting status reports, correspondence, briefing notes, and presentations, as well as organizing meetings and workshops. The position requires assisting in post-distribution monitoring and providing guidance to junior staff. The ideal candidate possesses in-depth knowledge of migration-related subjects, UN and bilateral donor programming, and financial rules including IPSAS. Fluency in English is mandatory, with IOM’s official languages being English, French, and Spanish.

Description

Under the overall supervision of the Chief of Mission of IOM Micronesia, and the direct supervision of the Head of Sub Office in Chuuk, Federated States of Micronesia (FSM) and in close coordination with the Programme Officer (Disaster Risk Reduction) in Pohnpei, FSM, the successful candidate will support programme activities that includes but not limited to tracking of prepositioning emergency relief supplies, coordinating with DCO and local authorities, creating program support tools and templates, raising purchase requests and assisting in emergency relief activities. S/he will provide technical expertise on emergency response distribution plans coordinating NFI distributions while assisting with the implementation of IOM’s displacement tracking matrix (DTM) and protection monitoring activities implemented within the relief phase of the Typhoon Sinlaku response.

Responsibilities

  1. Assist in the implementation and monitoring of relief activities under the Resilience and CERF projects including supporting the physical implementation of initiatives in select municipalities across Chuuk State. 

  2. Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
  3. Monitor budget; verify availability of funds; obtain necessary approval and update budget related information. 
  4. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc. This includes external project implementation support with authority counterparts.
  5. Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
  6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation. 
  7. Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions.
  8. Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. 
  9. Assist in monitoring work of Resilience and CERF operations including the formation of trackers, monitoring tools, while supporting the implementation of post-distribution monitoring activities.
  10. Provides guidance/training to new/junior staff.

Qualifications

EDUCATION

  • School diploma with five years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.

EXPERIENCE

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;

  • Experience in working with relief programs through government, international organization, NGO or civil society

  • Experience in communication, coordination, facilitation of meetings, and community outreach for emergency activities is an advantage

SKILLS

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

  • Knowledge of UN and bilateral donor programming.

  • Knowledge of financial rules and regulations.

  • Knowledge of International Public Sector Accounting Standards (IPSAS).

 Languages
IOM’s official languages are English, French, and Spanish.
