Programme Management is a formal job family on the UN Careers portal, usually placed within the Economic, Social and Development job network. It covers the machinery that turns a mandate, resolution or funding agreement into work that can be delivered and accounted for.

The subject changes by office, from mine action and biodiversity to humanitarian response. Programme skills matter, but so does knowledge of the programme’s field.

What the work involves

Posts can cover planning, budgets, funding proposals, implementation, indicators, risk, evaluation and reporting. One may focus on portfolio monitoring and donors; another may combine delivery with environmental or human-rights expertise. The title alone does not reveal the balance.

A programme can contain several projects and may answer to an intergovernmental mandate. Use the vacancy’s terminology and describe the scale actually managed.

Titles and formal grades

Associate Programme Management Officer is common at P-2; Programme Management Officer appears at P-3 and P-4; and P-5 posts may use Senior, Chief of Section or Head of Unit. Director posts can oversee wider portfolios.

Locally recruited posts also occur. Programme Management Assistants appear in General Service, while National Professional Officer titles are used where the work requires national knowledge.

These are examples, not a conversion chart. A P-3, NO-C and G-6 post are not equivalent simply because each touches the same programme. Their classification, recruitment basis and duties differ. The Category and Level field in the notice is authoritative.

A similar title may sit under Administration when internal systems are central. Search by title and job family, then use the classification in the opening.

Education, experience and languages

Professional Programme Management posts commonly require an advanced university degree in business or public administration, management, economics, social sciences or another field related to the mandate. Secretariat vacancies may accept a first-level university degree with additional qualifying experience when the notice states that alternative.

The required experience rises with the grade, but the total number of years is only the first screen. A vacancy may demand a subset in monitoring and evaluation, results-based management, donor reporting, partnerships, field operations or its substantive field. The subset must be demonstrated within the full record.

General Service assistant posts often use secondary education as the baseline and may require experience with administrative processes, enterprise systems, budgets or programme support. National Professional Officer posts normally require a university degree, professional experience and eligibility under the local nationality and recruitment rules.

For Secretariat posts, fluency in English or French is commonly required. Another official UN language or a local language may be required or desirable. The exact formulation in the vacancy controls; conversational ability should not be described as fluency if the application system asks about reading, writing, speaking and understanding.

Where these jobs are found

New York roles occur in peace operations, humanitarian coordination, political affairs and counter-terrorism. UNEP and UN-Habitat recruit in Nairobi and regional offices; UNODC in Vienna and the field; and UNDRR in Geneva, Bonn and regional locations. Regional commissions include Addis Ababa, Bangkok, Beirut, Geneva and Santiago.

This is not a permanent vacancy list. Funds, programmes and specialized agencies use their own portals and may organize job families differently.

Contract and recruitment details

Programme Management is a job family, not a contract type. A post can be fixed-term or temporary, funded from the regular budget or extra-budgetary resources, and advertised for a specific position or a roster. A project end date or temporary opening should not be overlooked because the title appears permanent.

The Special Notice may restrict eligibility, duration or funding and should be read closely.

Evidence for a strong application

A list of project-management vocabulary is weak evidence. Recruiters need to see a programme move from a defined problem to a defensible result.

For each example, state the mandate or donor requirement, your personal authority, the resources and partners involved, the obstacle encountered and the result. If you built a monitoring framework, name the indicators and explain how the findings changed implementation. If you managed a grant, give the budget range, compliance duties and reporting responsibility.

Separate coordination from decision-making. Convening partners is useful, but say whether you set priorities, approved changes or only prepared material for someone else’s decision. Likewise, distinguish a team result from the portion you owned.

Include setbacks as well as successes. A delayed activity, weak partner report or budget variance can show judgment if you explain how it was detected, escalated and corrected.

Close each example by linking its output to the resolution, strategy or population the programme served. Timely delivery has limited value when the work misses that mandate.
