Working at the Universal Postal Union

The Universal Postal Union is a specialised agency of the United Nations and the intergovernmental forum for the international postal network. Its International Bureau is based in Bern. UPU publishes vacancies on the UN Careers platform, but its staff are governed by the Staff Regulations and Staff Rules of the International Bureau of the UPU.

The platform does not determine the employer. An Inspira application for a UPU post remains an application to UPU, not to the United Nations Secretariat.

Staff categories and grades

UPU uses Professional and higher categories with P and D grades, along with locally recruited General Service posts using G grades. These grades are part of the international civil service framework, but their application is governed by UPU’s own regulations and vacancy terms.

Professional posts are internationally recruited. They can involve postal policy, regulation, economics, technology, development cooperation or management. General Service roles are locally recruited in Bern and include administrative, language, conference, finance and technical support.

A UPU General Service notice can restrict eligibility to people authorised to work in Switzerland, especially for part-time positions. Locally recruited staff do not receive benefits reserved for international recruitment. The UN Careers text for a UPU General Service vacancy expressly refers to the Staff Regulations of the International Bureau and local recruitment procedures.

UPU uses fixed-term positions and can also advertise temporary needs. The exact duration and possibility of renewal are set out in the vacancy or offer. A fixed-term appointment is not permanent merely because the postal union itself has a continuing mandate.

UPU’s own Staff Regulations describe International Bureau staff as international civil servants. They should not be casually described as UN Secretariat staff.

Consultants and other external expertise

UPU can obtain specialist services through consultants, individual experts or institutional contracts. These arrangements are separate from graded staff posts. Their legal terms, fees and deliverables come from the relevant notice or procurement document.

A company responding to a request for proposals is a vendor, not an applicant for employment. Likewise, a government delegate or postal operator expert participating in a UPU body does not become International Bureau staff.

Because UPU opportunities can appear on platforms used elsewhere in the UN system, always check the contracting entity. A role supporting a UPU project through another organisation follows the contract named in that organisation’s notice.

Internships

UPU runs its own internship programme. Its official careers page says internships normally last two to six months and are open to students and very recent graduates in fields relevant to UPU, including economics, international relations, communications, e-business, information technology, marketing, statistics, finance and translation.

UPU remunerates interns according to its internal rules. An internship remains a training arrangement and has no P or G grade. The programme also imposes a waiting period after an internship before the person may be engaged for an International Bureau post. Candidates should read the current conditions before planning a later application.

Career fields

Postal policy and regulation are central to UPU’s work. Specialists support the rules, standards and intergovernmental decisions that allow postal items and related data to move across borders. Economics and statistics teams analyse the sector, service quality and postal development.

Technology roles cover electronic data interchange, cybersecurity, digital services, addressing and operational systems. E-commerce has increased demand for work on customs, transport, supply chains and the connection between postal networks and online markets.

Development cooperation staff support postal reform and capacity-building in member countries. Other careers include legal affairs, translation, document production, conference services, communications, finance, human resources, procurement and administration.

French and English are important working languages, and individual vacancies can require one or both. Additional languages can matter for regional cooperation. Only the job notice establishes the formal language threshold.

UPU directs applicants to UN Careers and the official online application form. Search for “Universal Postal Union (UPU)” in the department or office field. Complete the Inspira application according to the instructions and keep the job opening number.

Before submitting, check whether the role is Professional or General Service, the grade, duty station, duration and local eligibility rules. Read UPU-specific special notices instead of relying on Secretariat assumptions. UPU does not charge a fee at any stage of recruitment.

The apparent contradiction is easy to resolve: UPU borrows the UN Careers application infrastructure, but it remains a separate specialised agency with its own Staff Regulations. The vacancy’s employer and legal framework matter more than the website used to submit the form.
