The UNRWA Data Cleaning & Quality Assurance Consultant will support the Relief and Social Services Department's Digital Archiving and AI-enabled document processing programme. Duties and Responsibilities

BACKGROUND Since its establishment in 1950, UNRWA has created and maintained extensive records documenting the history and experiences of Palestine refugees. These records, including registration files and other administrative and historical documentation, now span multiple generations and capture key life events, movements, and interactions with the Agency from the Nakba in 1948 to the present day. Over time, UNRWA has progressively modernized its records management practices, transitioning from paper-based documentation to digital systems. Today, while current data are maintained within the Agency’s web-based Refugee Registration Information System, extensive historical archives, comprising nearly 30 million documents, are preserved as part of UNRWA’s institutional memory and permanent records. Within this context, the Relief and Social Services Department (RSSD) is implementing a large-scale Digital Archiving and AI-enabled document processing programme to digitize, classify, extract, validate, and reinstate historical refugee registration records. The tool is built on Microsoft Azure, Azure AI Services, Azure SQL, and the Microsoft Power Platform. The Data Cleaning & Quality Assurance Consultant will play a key role in preparing the datasets by cleaning, validating, and standardizing data to ensure its reliability and usability. DUTIES AND RESPONSIBILITIES The Consultant will: • Review raw datasets (Excel, CSV, shapefiles) for completeness, accuracy, and consistency. • Identify and correct duplicates, missing values, and format inconsistencies. • Standardize project naming conventions, location data, and sectoral classifications. • Collaborate with the team to ensure all datasets are compatible for integration. • Perform quality assurance checks on finalized layers and project attributes. • Document the data cleaning procedures for replication and transparency. Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in social sciences, statistics, information management, public administration, international development, humanitarian affairs, or a related field. Applicants to positions at this level who have an advanced university degree in a relevant field of study are not required to have professional work experience. For applicants who have a first level university degree, two additional years of qualifying work experience is required. Familiarity with Microsoft Excel and standard office applications is required. At least 1 years of relevant professional experience in data management, data review, quality assurance, reporting, or administrative support functions (Desirable). Experience working with datasets, records, spreadsheets, or information tracking systems (desirable). Experience supporting data verification, document review, or quality control processes (desirable). Understanding of civil registration systems and processes (desirable). Understanding of humanitarian and development contexts including prior programme or project management experience (desirable).

Languages

Fluency in spoken and written English.

Additional Information

The incumbents will be based in Luxembourg. Remuneration will be set at P1 level (USD 4,791/month);
