The United Nations Secretariat is establishing a pool of Evaluation Specialists through a Generic Job Opening (GJO) to strengthen evaluation capacity across its entities, particularly supporting smaller units lacking dedicated resources. Specialists will be recruited from this pool by hiring teams and programme managers based on specific assignment needs. The role involves conducting evaluations of projects, programmes, strategies, and operational components in accordance with UN standards. Key responsibilities include elaborating evaluation designs, producing inception reports, collecting and analyzing data, interpreting findings, drawing conclusions, and making recommendations. Specialists must communicate results through reports, presentations, or other dissemination methods. The position is consultancy-based with variable duration and location, potentially including remote work. Candidates must possess an advanced university degree or a first-level degree with additional qualifying experience, along with a minimum of five years of professional experience in conducting evaluations. Fluency in English or French is required, with other UN official languages potentially needed depending on the recruiting entity. This pool allows programme managers to access up-to-date candidate profiles for future consulting assignments.

Work Location

While the locations will vary according to the requirements of the hiring office engaging the Evaluation Specialist, in some instances, it is expected that work might be performed remotely.

Duties and Responsibilities

In his report on Shifting the management paradigm in the United Nations: ensuring a better future for all paragraph 61 (A/72/492), the Secretary-General indicated his intention to strengthen the evaluation capacity of the Secretariat, in particular providing support to smaller units that do not have a meaningful evaluation capacity.

In this context, this Generic Job Opening (GJO) for Evaluation Specialists is to create a pool of evaluation experts that would be available for programme managers across the UN Secretariat.

Evaluation Specialists will be responsible for a range of duties as specified in the evaluation terms of reference against which the specialist will be recruited on.

Responsibilities primarily relate to conducting evaluations that meet the UN standards for evaluation, and may include but are not limited to:

  • Elaborating on the evaluation design and producing an inception report;
  • Collecting and analysing data;
  • Interpreting evaluation findings, drawing appropriate conclusions;
  • Making recommendations and communicating findings through reports, presentations or other means of dissemination. Hiring teams and programme managers of all UN Secretariat entities will be able to search this pool based on their specific needs on evaluations. The hiring office from the UN Secretariat entities will directly reach out to the candidates, at which point they will also share the Terms of Reference, Results of Service and other details related to their consulting assignment.

Qualifications/special skills

Education: An advanced level university degree (Masters’ degree or equivalent) is required in Business or Public Administration, Management, Evaluation, International development, international relations, Social sciences, legal affairs or related fields. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five years of experience in conducting evaluation is required.

Language: English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in English or French is required. Fluency in other UN official languages may be required depending on the recruiting UN entity.
