Working at UNOPS: staff posts and Individual Contractor Agreements

UNOPS relies heavily on Individual Contractor Agreements alongside staff appointments. Its ICS framework maps levels without making every ICA holder a staff member.

UNOPS has a workforce model that differs visibly from many UN organizations. Individual Contractor Agreement holders are its main personnel resource, while staff appointments make up a separate contractual group.

The distinction matters because UNOPS publishes a common ICS level framework across several contract categories. A shared level does not erase the difference between staff and contractor status.

Staff categories

UNOPS recruits staff in the Professional and Director categories, National Professional Officer category and General Service category. Professional and Director roles are normally internationally recruited. General Service staff are locally recruited for administrative, clerical, technical and support functions. National Professional Officers work in their home country on professional functions requiring national expertise.

Staff remuneration follows the UN common-system structure. The vacancy identifies the staff appointment type, grade and recruitment status.

Local and International ICAs

UNOPS’s official employment guide describes two principal ICA forms: Local ICA and International ICA.

A Local ICA holder performs functions in their home country or place of residence. LICA Support levels are used for support and administrative work, normally with secondary education as the educational baseline. LICA Specialist roles cover specialist, expert and advisory functions and normally require a university degree or equivalent background.

An International ICA holder performs expert or advisory functions and is recruited internationally. The contract is non-staff even when the work resembles a P-level specialist post.

LICA and IICA remuneration is an inclusive monthly fee determined by contract level, candidate background and duty-station factors. Short assignments and retainers may use hourly or daily rates. IICA holders arrange their own medical coverage, with its cost accounted for in the fee. Eligible LICA holders receive coverage under the UNOPS corporate medical plan.

UNOPS provides specified leave, parental leave and provident-fund arrangements for eligible ICAs, particularly contracts lasting at least three months. Those benefits come from ICA conditions and should not be described as staff entitlements.

Reading ICS levels

UNOPS uses International Civil Service levels, shown as ICS-1 through ICS-14, to express work complexity and minimum requirements. Its public table places several contract labels at the same ICS level. ICS-9, for example, can include LICA-9, IICA-1, NO-B or P-2.

This is an official level mapping for UNOPS recruitment. It does not say that an IICA-1 contractor has a P-2 staff appointment. The contract type governs legal status, pension, insurance and other conditions.

Education can change the experience requirement within an ICS level. At several levels, a master’s degree reduces the number of required years compared with a bachelor’s degree. The vacancy states the combination accepted for the role.

Regular and retainer work

A full-time ICA can be issued for a defined period or without a predetermined end date, subject to organizational need, funding and performance. Open-ended wording in an ICA does not convert it into a continuing staff appointment.

A retainer ICA is called upon for specific outputs as needs arise. UNOPS does not guarantee a minimum quantity of work under the retainer. Applicants should assess the daily fee together with the estimated number of days, call-off process and travel terms.

UNOPS also offers paid internships to eligible students and people who graduated within the preceding three years. Stipend availability is stated in the vacancy. JPOs apply through sponsoring governments, not directly to UNOPS.

Job families

UNOPS recruits extensively in project management, infrastructure and engineering, procurement, supply, finance and grant management. Its work also creates roles in environmental and social safeguards, health and safety, legal affairs, human resources, ICT, partnerships and peace and security.

Some UNOPS personnel are recruited to deliver projects for another UN entity or partner. Read the department and project background so you know who issues the contract and whose programme the role supports.

UNOPS has moved current recruitment to careers.unops.org. Older jobs.unops.org profiles were not migrated, so applicants need new credentials on the current site.

Apply to the specific vacancy. UNOPS does not accept unsolicited résumés. The notice gives the Copenhagen-time deadline, contract type, level, duration and assessment requirements.

For a local ICA, check nationality, residence and work-permit conditions. For an IICA, examine duty-station, travel, mobility support, dependants and insurance. For a retainer, confirm that you can work without guaranteed days.
