Working at UNDP: staff appointments, NPSA and IPSA roles

UNDP hires staff and service-based personnel through different modalities. NPSA and IPSA holders are personnel, but they are not UNDP staff members.

UNDP uses staff appointments and service-based agreements side by side. A Programme Analyst can therefore appear as a staff post, an NPSA role or an IPSA assignment. The title does not settle status, benefits or duration.

The contract field in the vacancy is the first place to look.

Staff appointments

UNDP recruits staff on Fixed Term Appointments and Temporary Appointments. Both can be national or international. Staff appointments are governed by the applicable Staff Regulations and Rules.

A Fixed Term Appointment has a stated duration and may be renewed when organizational need, funding and performance support another appointment. It does not promise renewal. A Temporary Appointment is used for a short-term staff need and normally has a maximum duration of 364 days under UNDP’s published recruitment guidance.

Staff categories commonly include internationally recruited Professional and Director posts, National Officer posts and locally recruited General Service posts. P and D grades describe internationally recruited professional responsibility. NO grades cover professional functions that depend on national knowledge, while G grades cover local support and operational work.

The vacancy identifies whether recruitment is international or local. A familiar P or NO label should not be inferred from an NPSA level carrying a similar job title.

National Personnel Services Agreements

A National Personnel Services Agreement is a UNDP service-based contract for time-limited work. UNDP’s NPSA policy page states that NPSA holders are UNDP personnel but are not staff members and are not governed by the UN Staff Regulations and Rules.

An NPSA can be office-based or home-based. UNDP’s published career guidance describes short-term NPSAs of one day to six months and regular NPSAs from six months to one year. The vacancy and contract state whether renewal is possible.

NPSA levels are UNDP contract levels, not UN common-system staff grades. An NPSA-9 should not be presented as a P-2 or NO-B appointment unless an official document explicitly makes that statement for a defined purpose.

International Personnel Services Agreements

An IPSA is used for specialist services outside the holder’s home country or place of permanent residence. It may be issued for up to 12 months at a time and renewed for up to four years, without exceeding the project or funding period.

IPSA holders are also service-based personnel, not staff. The agreement governs leave, insurance, remuneration and separation. International in IPSA describes the engagement arrangement; it does not confer International Professional staff status.

UNDP also advertises consultancies, internships, UN Volunteer assignments and donor-funded programmes. Each has its own terms. Some vacancy systems still display older contract terminology for partner agencies, so verify which organization is issuing the agreement.

The work UNDP recruits for

UNDP’s programme posts cover governance, poverty and inequality, climate and energy, crisis prevention and recovery, gender equality, finance for development and work connected with the Sustainable Development Goals. Country offices need programme management, monitoring and evaluation, partnerships and policy expertise.

Operations teams recruit in finance, procurement, human resources, administration, information technology, legal support and project management. UNDP also houses or services programmes with specialized mandates, which is why its jobs platform can show vacancies advertised on behalf of another entity.

Read the agency field. A vacancy hosted on a UNDP system may lead to a UN Women, UNCDF or other partner contract.

Local and international recruitment

National staff and NPSA roles normally require nationality, residency or work authorization connected to the duty station, as stated in the vacancy. National Officer roles require the national context expected at the grade.

International staff and IPSA opportunities use different rules. Check the duty station, home-based status, travel requirements and whether the applicant can be engaged from their proposed location. Remote does not always mean that the person may reside in any country.

Applying

UNDP vacancies are published through the UNDP Jobs platform. Apply through the link in the notice and complete every required employment and education field. The screening process is based on the information submitted by the deadline.

For staff and NPSA vacancies, show how prior responsibilities match the listed duties and level. For an IPSA or consultancy, focus on the requested services, deliverables and technical method. Supply a financial proposal only when requested and use the required template.

Before accepting, confirm the issuing entity, staff status, contract level, duration, work location, insurance and pension or provident-fund terms. NPSA and IPSA were created as personnel agreements, but neither is a staff appointment.
