Duties and Responsibilities

The consultant will support the implementation and scaling of the CICSA project by contributing to programme coordination, stakeholder engagement, and the delivery of project activities. The consultant will have a specific focus on Output 3: Enabling Policy and Institutional Readiness for Inclusive CCI Adoption, ensuring the successful execution of policy assessments, stakeholder consultations, and the development of policy recommendations in target SSA countries.

While providing coordination support to the CICSA project, the primary focus of this consultancy will be on supporting the Unit's broader fundraising efforts, including strategic donor mapping, engagement, and proposal development to secure resources for the Unit's initiatives.

Objectives:

A. Fundraising and unit activities support:

  1. Development of new project concepts: Assist in the development of new project concepts and drafting of proposals related to climate finance and sustainable energy investments.
  2. Fundraising and strategic donor mapping: Support the Unit Head in strategic donor mapping, engagement, and fundraising efforts to secure resources for the unit's activities, including the scaling of CICSA.
  3. Content development: Support the preparation of materials and reporting for existing and prospective donors to strengthen partnerships and demonstrate impact.
  4. Fundraising strategy: Contribute to the development and implementation of the Unit's broader fundraising strategy to diversify and increase funding sources. B. CICSA Project Coordination Support:
  5. Partner and stakeholder engagement: Support partner and stakeholder engagement, including communication and relationship management with entities such as the Frankfurt School-UNEP Collaborating Centre for Climate & Sustainable Energy Finance, national ministries (e.g., Department of Trade and Industry in South Africa, Ministry of Energy in Kenya), and private sector partners. This includes organising meetings, preparing minutes, and managing written and verbal follow-ups.
  6. Reporting: Support donor engagement for CICSA-related activities, including preparation of materials and project reporting for the project's primary funder, the German Federal Ministry for Economic Affairs and Climate Action (BMWK).
  7. Policy component coordination: Support the coordination of the CICSA policy component (Output 3), including the identification, tendering, and contracting of local and regional service providers (e.g., universities, NGOs, research centres) to conduct policy assessments and organize stakeholder consultations in target countries.
  8. Policy assessment and recommendations: Coordinate gap analyses of energy policies in target SSA countries, support the development of policy recommendations or enhancements for CCI adoption, and facilitate their submission for official feedback by national authories.
  9. Stakeholder consultations and policy dialogues: Support the organization of multi-stakeholder policy dialogues and consultations with policymakers, financial institutions, and energy experts, including preparing agendas, taking minutes, and synthesizing findings. Organize and provide logistical support for policy dialogues and events required to facilitate stakeholder feedback and endorsement of policy frameworks.
  10. Project management support: Provide direct support to the Project Manager, staff and consultants on day-to-day project implementation, including tracking progress against the IKI milestones and ensuring timely delivery of project outputs across all workstreams, including Call for Proposal processes.
  11. Communications, event management, and outreach: Support communications, event management, and outreach for CICSA pilot projects, including content development and implementation to disseminate lessons learned and best practices.
  12. Community and knowledge management: Support the development and engagement of the CICSA community. C. Support in the Daily Activities of the Unit:
  13. Data collection, analysis and reporting: Contribute to data collection, analysis, and reporting on climate finance trends and project impacts.
  14. Administrative support: Support the Unit Head in hiring activities, including coordinating interviews, shortlisting candidates, and supporting the onboarding of new consultants and interns.
  15. Any other tasks as requested

Qualifications/special skills
