Vice-Presidency Context

The WBG Budget and Procurement (WBP) is organized into five Departments: WBP Centers of Excellence (WBPCE) with teams supporting the corporate strategic business and budget planning process, providing WBP systems, knowledge, and shared services; WBP IBRD/IDA Regional Units (WBPRU) with teams supporting IBRD/IDA clients in the regions; WBP IFC/MIGA Budget Partners (CSRDR) with teams supporting IFC/MIGA clients in the HQ and the regions; WBP Corporate Units (WBPCU) with teams supporting the Knowledge Bank and corporate units and providing capital budget support; and WBP Corporate Procurement (WBPCP) with teams providing group-wide procurement services.

Unit Context

Steps to continue evolving the management structure of WBPCP with its strategic priorities present the opportunity to recruit for an expanded managerial role in the Department. In line with the WBP global footprint strategy and delivery model, the location of the positions may be Washington D.C., Chennai, or Sofia. In accordance with World Bank Group policy, positions in Country Offices, irrespective of level, are subject to local recruitment. Selections to positions outside of Washington D.C. will be LRS. Business needs and candidate preference will be considered in determining the actual location of each of the positions described below:

Manager, Procurement Operations & Advisory is responsible for all operational and advisory functions within the Corporate Procurement department. These include the Corporate Procurement Service Desk, Order Management, Vendor Management, governance monitoring, systems support and administration, and regional procurement advisory, amongst others. Manages a global team of 35 staff based in the HQ, Global Business Centers (GBC), and in each of the seven regions of the WBG to support the decentralized footprint of WBG clients.

Duties and accountabilities:

Manager, WBPPS has the following three areas of responsibility:

A)Business Management Responsibilities

•Manage the teams providing planning, budgeting, and performance reporting services; conducting analytical work and providing advisory services in areas of focus (e.g., operations, investments in technology); and providing other services as needed over time.

•Is an active member of the WBP Leadership Team, participates in cross cutting activities, and from time to time, takes on leadership roles in WBP-wide activities, such as recruitment and other HR initiatives.

•Provides support and advice to the Vice President and the Director of WBP, Corporate Procurement as requested.

B)Talent Management Responsibilities

•Manages the unit staff, including recruitment, evaluation, and career development of staff.

•Provides leadership and support to her/his staff to build sustainable finance skills and capacity to effectively deliver WBP services.

•Manages and oversees the engagement and evaluation of technical consultants within the WBPCP unit, as needed.

C)Budget Management Responsibilities

•Effectively and efficiently manages his/her unit’s resources, ensuring its effective formulation and input into budget decisions.

•Advocates and drives cost-effective delivery of business finance services, promoting transparency, simplicity, standardization, and automation.

Selection Criteria

The successful candidate should be recognized for an ability to get things done, strategic thinking and execution leadership, reputation and track record leading large business transformation initiatives, being a problem-solver, and possessing accomplishments relevant to the WBG’s strategic agenda.

The successful candidate will have an active interest in the activities of the World Bank Group, its mission, products and services in addition to having a strong work ethics and unquestionable integrity, and should possess strong leadership in multicultural environment, and analytical abilities as well as excellent interpersonal, communication and presentation skills adaptable to all audiences, including Board level.

The candidate should have a minimum of a Master’s degree in relevant field/discipline (e.g., Finance, Accounting, Business, Economics Business Administration, Supply Chain Management, Law, etc.), coupled with a minimum of 12 years of progressive experience in procurement, with a strong track record of success in leading and managing complex procurement operations.

The ideal candidate should also possess as many of the following professional and personal characteristics as possible:

•Deep understanding of procurement principles, practices, and regulations, including international procurement standards.

•Strong strategic orientation and ability to manage successfully large work programs and extensively decentralized teams.

•Demonstrated ability to conceptualize complex issues with future focused systematic thinking and frame problems as actionable issues with ability to develop consensus among diverse constituents.

•Proven ability to balance client concerns with wider corporate concerns as well as proven ability to interact effectively with WBG and external counterparts.

•Proven change integrator with ability to effectively lead and implement complex change management initiatives.

•Strong understanding of the workings of the organizational context including the matrix environment with deep functional knowledge of the challenges of resource deployment in Operations.

•Demonstrated effectiveness in collaboration across the Organization including Operations and Corporate functions and proven ability to build common goals and solutions while managing different views.
