Accountabilities & functional responsibilities

  • Conduct needs assessments and technical surveys to identify project requirements.
  • Design and implement infrastructure projects, including feasibility studies, technical specifications, and Bills of Quantities (BoQs).
  • Coordinate with internal and external stakeholders to ensure smooth project execution.
  • Oversee procurement processes and manage contractors in compliance with ICRC standards.
  • Monitor project progress, address challenges, and ensure timely completion.
  • Supervise construction activities, conduct commissioning, and facilitate the handover of facilities.
  • Train local stakeholders on the operation and maintenance of infrastructure.
  • Apply results-based management principles to monitor and evaluate project outcomes.
  • Prepare accurate and timely reports using ICRC tools and systems.

  • Manages regular (repeatable design already approved by thematic experts) and/or small (consolidated experience in the country) multi-disciplinary projects.
  • Supervises project workers activities.

Certifications / Education required

  • A university degree in Civil, Environmental, Mechanical, or Electrical Engineering, Architecture, Construction Management, or a related technical field.
  • At least 2 years of professional experience in engineering, infrastructure rehabilitation, construction, water and sanitation, or related fields.
  • Proven ability to manage small-scale projects and coordinate with diverse stakeholders.
  • Strong communication, organizational, and interpersonal skills.
  • Fluency in both written and spoken English and Myanmar language.
  • Ability to work effectively in multidisciplinary and multicultural teams.
  • Previous experience with the ICRC or other humanitarian organizations is a strong advantage.
