Description

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Review existing aviation legislation and policies in the light of the government's international obligations and bilateral arrangements and advise on their national implications.

Function 2 (incl. Expected results)

Review and advise on legal and constitutional matters related to the development of air law, drafts, and statutes, for the government's civil aviation and their incorporation into national legislation.

Function 3 (incl. Expected results)

Develop an organization or system for the supervision and enforcement of air law and regulations, particularly for the licensing of personnel and of operators, and for operators' approval and certification of safety of flight and airworthiness.

Function 4 (incl. Expected results)

As far as possible propose organizational and human resources development plans in his/her area of expertise including cost estimates and training plans.

Function 5 (incl. Expected results)

Produce planning documentation for subsequent inclusion in the Civil Aviation Master Plan (CAMP).

Function 6 (incl. Expected results)

Perform other related duties, as assigned.

Qualifications and Experience
Education

University law degree with specialization in aviation legislation and at least three years practicing experience in aviation law.

Professional experience                              

Essential

  • At least 7 years of experience in establishing and implementing aviation law or regulations within the public sector environment. 
  • Familiarity with air transport agreements and international legal protocols, proceedings and recommendations, and with the preparation and negotiation with bilateral agreements. 
  • Experience in the revision or drafting of laws, rules and regulations applicable to domestic and international air transport and their application within government in such matters as licenses and permits, powers of regulation over air transport, aircraft ownership and registration, responsibilities and duties of air operators, general safety requirements. 
  • Experience with development of national civil aviation master plan is highly desirable.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term). 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
