UN rosters: what rostered status means and how selection can follow

A UN roster is a pool of preapproved candidates for similar functions at a stated level. Placement can shorten a later process but does not guarantee an offer.

A candidate can finish a UN Secretariat selection process, be recommended and still not receive that particular post. The candidate may instead be placed on a roster for later openings with similar functions.

Roster placement is a positive recruitment result. It is not an appointment, a waiting-list position or a promise that the next vacancy will be offered.

How roster placement happens

The UN Secretariat applicant guide says that applicants recommended for selection and roster placement can be entered in a pool of preapproved candidates for subsequent openings at the same level and with similar functions.

The roster record has a defined scope. Job title, job family, category and level can matter. Being rostered for Human Rights Officer at P-3 does not make a person preapproved for any P-3 vacancy across the Secretariat.

Generic job openings and examinations can be used specifically to create rosters. Position-specific openings can also produce rostered candidates when more than one applicant is recommended.

Rostered is different from selected

“Selected” means the organization chose the candidate for the opening. “Rostered” means the candidate was recommended but did not receive that selection.

A rostered result can be valuable because a hiring manager may later consider or select an eligible roster candidate without repeating every stage of the ordinary process. The later opening and roster scope must still match, and the hiring office must decide to use that route.

There is no numerical queue. Another candidate is not necessarily “ahead” on the roster. Hiring managers consider the needs of the available post within the rules.

Invitations and applications

The applicant guide says roster members receive invitations when openings for which they are preapproved are advertised. Candidates should still apply early. A hiring manager may select a roster candidate during the posting period.

An invitation is not an offer. Read the new vacancy, confirm duty station, contract, level and availability, then submit the required expression of interest or application.

The UN Careers guidance also recommends that roster members keep applying for positions for which they are qualified. Roster status does not block ordinary applications, and waiting passively can reduce the number of opportunities considered.

Scope and duration

Inspira displays roster membership details, including level, status, start date and associated titles. The applicable validity period and scope come from the roster decision and current rules.

Some examination rosters have their own published duration. Young Professionals Programme rosters, language examination rosters and ordinary staff-selection rosters should not be assumed to operate identically.

The Office of Human Resources can change roster scope where the policy permits. Candidates should use the record shown in Inspira and any official notification rather than an old general guide.

A candidate may put a roster membership on hold or withdraw through the relevant function. The applicant guide warns that withdrawal cannot be reversed. Read the system instruction before confirming that action.

What a roster does not establish

Roster placement does not determine appointment type. A later selection can involve a vacancy with its own temporary or fixed-term terms.

It also does not preserve eligibility when circumstances have changed. A nationality, work authorization, language, licence or conflict issue attached to the new opening may still need review.

A roster is not transferable among all UN organizations. UNICEF, UNDP, WHO and other organizations administer their own recruitment systems. A Secretariat roster may have no formal effect in those systems unless an official rule says otherwise.

Keeping the record useful

Maintain the email address and phone number in the applicant profile. Check Inspira’s “My Roster Memberships” page and the vacancy links shown there. Invitations can have short response periods.

Keep a current application ready, but tailor it to each advertised job. Roster eligibility may shorten assessment, yet the hiring office still needs accurate information about recent work, availability and interest.

If a hiring office contacts you, confirm the roster title and level, vacancy, duty station, appointment type and expected start date. Ask which stages remain, since reference checks, clearances or an interview can still be required.

Roster status means the candidate has already passed a substantial evaluation for defined work. Its practical value comes from matching openings and timely applications, not from treating it as a pending employment contract.
