Commonwealth Secretariat contracts and grades: what applicants can verify

A careful guide to Commonwealth Secretariat fixed-term, temporary and consulting work, its letter-grade vacancies, London eligibility and applications.

Commonwealth Secretariat job descriptions often include an internal letter grade, but the Secretariat does not publish a current candidate-facing table that maps every grade to a title and salary range. A vacancy may show Grade E, H or C2; those labels should be kept exactly as written.

The Secretariat is one of several organizations carrying the Commonwealth name. A job at the Commonwealth Foundation, Commonwealth of Learning or an accredited organization is not employment by the Secretariat.

Staff and non-staff arrangements

Public job documents and decisions of the Commonwealth Secretariat Arbitral Tribunal confirm the use of fixed-term staff contracts. A fixed-term appointment lasts for the period in the offer and remains subject to the Staff Regulations, Staff Rules and terms and conditions of service. Renewal is not established merely by repeated use of the role.

The Secretariat also uses temporary appointees. Project-funded and specialist opportunities may have their own duration and funding conditions. The precise status must come from the vacancy and written terms.

Consultants and experts are engaged under contracts for services or technical-cooperation arrangements. They are not automatically members of staff. The distinction affects access to staff benefits and employment remedies, so “consultant at the Commonwealth” should not be rewritten as “Commonwealth staff.”

The Young Professionals Programme, when recruiting, offers time-limited early-career positions to eligible Commonwealth nationals. Historic programme announcements describe two-year appointments, but applicants must use the current call because age, participating divisions and terms can change.

Grades and salary information

Official job descriptions show that the Secretariat uses letter grades, sometimes with a number. For example, past official descriptions have placed an Adviser and Head at Grade E, a Planning and Monitoring Officer at Grade H and a Senior Director at C2. These examples prove that the labels exist; they do not provide a complete order.

It would be unsafe to conclude that alphabetic order alone determines seniority. The C2 example also shows that the system is not a single A-to-Z ladder. Without a current official crosswalk, applicants should not infer that a particular title always carries one grade or compare a Secretariat grade with UK Civil Service, UN or Council of Europe grades.

Current vacancies normally provide salary and terms in the job pack. Use that figure, the contract duration and any stated pension or allowance provisions. Old job descriptions can help explain the kind of work previously attached to a grade, but not today’s pay.

Nationality, location and job families

Secretariat recruitment is generally directed to citizens of Commonwealth countries. Some London vacancies also require the applicant already to have the right to live and work in the United Kingdom. A recent official vacancy states both conditions. Candidates should not assume that Commonwealth nationality produces UK work authorization or that every vacancy offers visa sponsorship.

Headquarters is at Marlborough House in London. The Secretariat also supports work in member countries and small-state offices, while project assignments can involve substantial travel. The duty station in the job pack controls.

Work spans democracy and elections, rule of law, human rights, peace and governance, economic policy, trade, debt, climate, oceans, small states, youth, gender, health, education, communications, programme management, finance, HR, procurement and technology.

Applying and checking an offer

Vacancies are published on the official Commonwealth Secretariat jobs page. The application instructions may ask for a CV, cover letter and responses tied closely to the person specification. Generic submissions outside the stated process are not a substitute.

Shortlisted candidates may complete assessments and interviews, followed by references and eligibility checks. The job pack should be saved when applying because it contains the grade, salary, contract term and selection criteria.

For an offer, confirm whether the relationship is staff, temporary, consultant or technical-cooperation expert; record the exact grade; and check UK work-right and relocation wording. Where the Secretariat has not published a complete grade table, the responsible answer is to leave the broader equivalence unknown.
