NDB contracts and grades 1–9: a guide to the public salary structure

How New Development Bank four-year staff appointments, professional and support grades, consultants, office locations and public salary minima work.

The New Development Bank publishes an unusually direct grade summary for most staff positions. Professional grades run from 4 to 9 and support grades from 1 to 3. The Bank also publishes minimum base salaries by grade and office.

That transparency does not remove the need to read the vacancy. Grade, location, contract type and recruitment conditions still determine what is actually on offer.

Staff appointment terms

The NDB What we offer page states that all new full-time employees receive a four-year fixed-term appointment. The Bank may grant further extensions of up to four years at a time, based on business needs and performance, until the mandatory retirement age of 65.

An extension is possible, not automatic. Candidates should therefore treat the initial appointment as a four-year commitment and evaluate later service when a renewal is actually offered.

Individual consultants use a separate system. The consultant portal describes short-term assignments of up to one year, renewable subject to need, with a maximum of 150 working days in a calendar year. Fees are generally set on a daily basis with reference to recent comparable earnings, and consultants are responsible for their own tax obligations. Consultants are not NDB staff and do not receive a staff grade merely because the work resembles a staff function.

Internships and other young-talent opportunities, when open, have separate terms and should be read from the specific announcement.

Professional and support grades

NDB’s public staff structure identifies grade 4 as Junior Professional, grade 5 as Young Professional, grade 6 as Professional, grade 7 as Senior Professional, grade 8 as Principal Professional and grade 9 as Chief Professional.

Support positions use grade 1 for Officer or Secretary, grade 2 for Senior Officer or Senior Secretary, and grade 3 for Analyst or Executive Secretary. This is the Bank’s own terminology. “Officer” in the support track is not equivalent to “Professional” in the professional track, and neither should be converted to a UN or another bank’s grade.

The public careers salary page covers grades 1 through 9. Senior management outside that table should be read from the relevant vacancy and official terms rather than inferred.

A candidate should not assume that years of experience alone establish the grade. Job scope, technical depth, supervisory duties and institutional responsibility all matter. The grade printed in the vacancy is the reliable classification.

Offices, eligibility and job families

NDB headquarters is in Shanghai and the Bank has regional offices in South Africa, Brazil, Russia and India. The salary table publishes office-specific minima because labour markets and employment conditions differ. A grade 7 minimum in one office should not be copied to another.

The public careers page invites qualified candidates broadly, while an individual vacancy can set nationality, residence, language or work-authorisation requirements. Consultant registration and particular programmes can also have their own eligibility rules. Applicants should use the live notice rather than assume that BRICS membership or country of residence automatically decides eligibility.

NDB recruits for sovereign and nonsovereign operations, project finance, portfolio management, economics and research, treasury, finance, risk, legal and compliance work, environmental and social governance, procurement, information technology, communications and corporate administration.

Applying and interpreting pay

Staff applications go through the official NDB careers vacancy system. Consultant applications go through the separate consultant portal. A typical staff process can include screening, interviews, technical assessment and checks before an offer. Only the vacancy provides the applicable deadline, location and document requirements.

The official salary page gives minimum annual base salary for each grade in each office. It does not promise that every offer will equal a self-selected point above the minimum. NDB also describes a professional supplement, generally between 10 and 26 percent for eligible professional staff, and benefits including medical cover, retirement and relocation or family provisions where the rules apply.

Keep the components separate: base salary, professional supplement, allowances and benefits. Ask which amounts are guaranteed, taxable in the relevant jurisdiction or conditional on personal circumstances. For consultants, ignore the staff table and use the agreed daily fee and assignment ceiling.
