UNOPS ICA contracts: IICA, LICA and ICS levels explained

UNOPS vacancy pages often place two labels side by side. A post may be listed as ICS-10 and IICA-2, or as ICS-8 and LICA-8. The two labels are related, though they answer different questions. ICA identifies the contract system. ICS is the level used to classify the functions.

ICA means Individual Contractor Agreement. ICA holders work under terms that differ from those of UNOPS staff appointed under the UN Staff Regulations and Rules. The distinction remains even when an ICA is open-ended or the holder has worked with UNOPS for several years.

The three ICA forms

An independent review published by the UNOPS Executive Board describes the forms used by UNOPS.

International ICA, abbreviated IICA, is used for international individual contractors. The holder normally performs specialist, expert or advisory functions outside their home country or place of residence. A university degree or equivalent background is normally required.

Local ICA Specialist is for specialist, expert or advisory functions performed in the holder’s home country or place of residence. A bachelor’s degree or equivalent background is normally expected.

Local ICA Support covers support or administrative functions in the home country or place of residence. Secondary education or an equivalent qualification is normally the educational baseline.

The local forms are both written as LICA in vacancy data. The full contract line tells you whether the post is LICA Support or LICA Specialist. That word matters. A local specialist post and a local support post may share an ICS number while sitting in different job streams.

How IICA levels and ICS levels appear together

UNOPS publishes the ICS level near the top of each vacancy. It also publishes the applicable ICA contract level. Recent and archived official notices show the relationship in actual recruitment:

• A Finance Officer vacancy was classified as ICS-8 and IICA-1.
• A Justice Sector Advisor vacancy was classified as ICS-10 and IICA-2.
• A Senior Programme Manager vacancy was classified as ICS-11 and IICA-3.

These examples support those particular pairings. They should not be stretched into a home-made conversion table for every level. UNOPS sometimes states a staff-grade equivalence in a vacancy, but many notices do not. An applicant should use only the equivalence printed by UNOPS for that post.

LICA notices commonly repeat the ICS number in the contract label. A listing may say Local ICA Support 6, LICA-6 and ICS-6. Another may use LICA Specialist-10. The number conveys functional level within UNOPS classification. It does not grant staff status and does not by itself determine international recruitment.

Contract duration and open-ended ICAs

An ICA may have a fixed end date, an open-ended duration or a retainer structure. Open-ended means that the contract has no preset final date. UNOPS vacancy notices still make continuation subject to organizational requirements, funding and satisfactory performance. It is not the same as a permanent UN staff appointment.

A retainer ICA is used when UNOPS needs a person for an agreed ceiling of working days and calls on the contractor when work arises. The vacancy should state the maximum days, contract period and any travel requirement. A retainer label describes how work is commissioned. IICA or LICA still identifies the contract basis.

The advertised duration deserves a literal reading. Six months with a possibility of extension is a six-month offer. An extension can be considered later; it is absent from the initial guarantee.

Fees and benefits

ICA remuneration is a fee governed by the contract. For IICA posts, UNOPS considers the contract, level, complexity, qualifications and duty-station conditions when setting the fee. Local ICA rates use the local contract framework.

Benefits vary between IICA, UNOPS-supervised LICA and partner personnel whose contracts UNOPS administers. This is a useful warning against assuming that everyone with an ICA label receives the same pension arrangement.

Leave, insurance, travel and provident-fund participation should be checked in the vacancy and eventual offer. A job description may describe colleagues collectively as personnel or team members without changing the individual contract’s legal terms.

What to check in the vacancy

Read the complete contract line: International ICA, Local ICA Specialist or Local ICA Support. Confirm whether local eligibility limits the applicant pool. Look at both the ICS and ICA level, then use the education and experience section to assess fit.

Finally, distinguish the advertised post from work UNOPS performs for a partner. UNOPS also administers ICA contracts on behalf of other organizations. The vacancy will identify the office or hosted entity and the supervision arrangement. The UNOPS logo alone does not establish that the selected contractor will fill a core UNOPS staff post.
