UNDP IPSA, NPSA and staff appointments: what changes with the contract

IPSA and NPSA are UNDP service contracts, while fixed-term and temporary appointments carry staff status. Here is how the distinction affects location, duration, pay and your application.

A UNDP vacancy may show IPSA, NPSA, FTA or TA beside the job title. Those initials describe the legal basis of the engagement. They do not describe the subject of the job, and they are not interchangeable grades.

The first division is between staff appointments and Personnel Services Agreements. UNDP places fixed-term and temporary appointments under the UN Staff Regulations and Rules. It places IPSA and NPSA under its non-staff personnel policies. A person can work full time inside a UNDP team under any of these arrangements, so day-to-day appearances do not settle the question of status.

Fixed-term and temporary staff appointments

UNDP recruits staff in the International Professional, National Officer and General Service categories. Its employment options page lists fixed-term and temporary appointments as regular staff positions governed by the UN Staff Regulations and Rules.

A fixed-term appointment, often shown as FTA or FT, has an end date and may be renewed. Renewal is never guaranteed. The vacancy, appointment letter, funding and continued need for the post all matter.

A temporary appointment, usually shown as TA, is also a staff appointment. UNDP’s contract overview states that a TA has a maximum duration of 364 days. It is used for needs that are expected to remain temporary. Applicants should not read TA as a probationary route that automatically becomes an FTA.

Staff vacancies normally carry an official staff grade such as P-3, NO-B or GS-6. The grade controls the applicable salary scale and helps define the level of the post. The appointment type answers a different question: on what terms will the selected person be employed?

What an NPSA is

NPSA means National Personnel Services Agreement. UNDP uses it to engage an individual for a time-limited service on a national basis. The arrangement may be office-based or home-based.

UNDP’s public contract overview describes a short-term NPSA as lasting from one day to six months and a regular NPSA as lasting from more than six months to one year. The current policy is published in UNDP’s Programme and Operations Policies and Procedures portal. The vacancy and the policy in force when the offer is made should be checked together, since public summaries can lag behind a policy revision.

National in this context concerns the basis of recruitment and remuneration. It does not mean that every NPSA is open to anyone already living in the country. A notice may require nationality, legal residence, a work permit or knowledge available in the local labour market. Read the eligibility paragraph closely.

What an IPSA is

IPSA means International Personnel Services Agreement. UNDP normally uses it for specialist work performed outside the holder’s home country or place of permanent residence. An IPSA may be issued for up to 12 months at a time. UNDP’s public overview says it may be renewed for up to four years, within the life and funding period of the project.

International recruitment does not turn an IPSA holder into an International Professional staff member. The letters P, D, NO and GS belong to staff classification. IPSA belongs to a service-contract system. UNDP has also stated in its IPSA policy change record that IPSA holders are not internal candidates for UNDP staff vacancies.

Some vacancy pages show a PSA level or an ICS reference. Use that level to judge the expected scope of the assignment and the stated remuneration. Do not rewrite it as a P grade unless the notice itself provides an official equivalence. Similar numbers across two contract systems do not create the same legal status or benefit package.

Pay, leave and benefits

UNDP says IPSA remuneration is based on the International Professional salary scale and NPSA remuneration on a local UN salary scale. Its central careers page also says PSA holders receive annual leave and official holidays. That wording describes the basis used to set compensation; it does not make the holder a staff member on the corresponding staff scale.

Benefits for relocation, pension provision, medical coverage, travel and leave depend on the PSA policy and the individual offer. For a staff appointment, the Staff Rules and the appointment category control those matters. For a PSA, the service agreement and PSA policy do. A candidate comparing two offers should ask for the written conditions instead of estimating benefits from the job title.

Reading a UNDP vacancy before applying

Start with the contract field, duty station, duration and candidate eligibility. Then check whether the post is nationally or internationally recruited. The experience requirement belongs to the advertised level; it does not change because a familiar staff title appears in the job description.

For an IPSA or NPSA application, evidence that you can deliver the stated functions within a project period carries weight. For a staff application, the official grade, staff category and mobility conditions deserve equal attention. In either case, the vacancy notice is the document that governs the competition. A generic online comparison cannot override its terms.
