OAS contracts and grades: P, D and G categories explained

A guide to OAS continuing, fixed-term, trust, local and consulting arrangements, with P1–P5, D1–D2 and G1–G7 grades.

The General Secretariat of the Organization of American States has detailed personnel rules. They distinguish staff employment from independent performance contracts and set out professional and general service grades.

Most headquarters roles are in Washington, DC. The Inter-American Commission on Human Rights and other OAS bodies recruit through the same broader system, but each vacancy states the organizational unit and funding source.

Types of personnel

The OAS General Standards recognize continuing contracts, fixed-term contracts, positions of trust, managerial personnel, local personnel and associate personnel. A small legacy Career Service also remains for people appointed under earlier rules.

A fixed-term contract lasts for the period stated and carries no right to renewal. Its expiration is not the same as dismissal before the end date, a distinction that matters when reading the personnel rules. The rules distinguish Series A and Series B contracts and include Special Mission Contracts for assignments, usually outside headquarters, tied to a mission. The precise limits and conditions have changed through amendments, so applicants should use the current General Standards and the contract named in the vacancy.

Positions of trust last while the appointing Secretary General remains in office and retains confidence in the appointee. Local personnel work under conditions shaped by the law and salary market of the duty station. Associate personnel remain linked to a participating institution.

A CPR, or performance contract, is different. Independent consultants and contractors deliver a product or service and are not OAS staff. Interns are also listed as other human resources rather than employees and historically serve without monetary compensation unless a programme states otherwise.

Professional and support grades

The current OAS Staff Rules define seven professional grades: P1 through P5 and D1 and D2. General Service has G1 through G7 and is generally recruited locally.

P grades cover professional, scientific, legal, policy and highly specialized work. D grades cover director-level responsibility. G grades cover administrative, technical and support work. The grade is assigned to the post based on duties and responsibility; years of experience do not allow a candidate to reclassify it.

The OAS uses United Nations Secretariat net salary scales to the extent set out in its General Standards. Professional pay combines the applicable base and post-adjustment framework. General Service salary is local to the duty station. An old headquarters scale is not reliable for a current country-office job.

Initial appointment normally begins at the first step of the grade, with limited authority for a higher step when documented qualifications or prior earnings justify it. Within-grade progression follows the rules and satisfactory service.

Nationality, languages and functions

The employment page says preference is given to nationals of OAS Member States. A vacancy may set a firmer nationality or local-work requirement. Special Mission Contracts cannot be used to assign a person to a mission in a member State where that person is a national or permanent resident.

English, French, Portuguese and Spanish are official languages. For competitive General Secretariat positions, candidates normally must pass OAS tests in at least two. A limited exemption can apply under the published rules, with later testing conditions.

Job families include democracy, elections, human rights, security, legal affairs, development, social inclusion, education, culture, science, trade, anti-corruption, drug policy, communications, finance, HR, procurement and IT.

Applying and reading pay

Vacancies and CPR opportunities are published through the OAS employment system. Only candidates meeting the stated minimum requirements proceed; the best-qualified may be interviewed. The competitive record can include the application, assessment, interview report and HR review.

Before applying, identify whether the notice is a staff vacancy or CPR. A P4 staff salary, pension participation and allowances cannot be compared directly with a consultant’s fee.

For staff pay, use the current OAS or referenced UN scale for the duty station, grade and step. Then check contract-specific benefits. Continuing, Series A, Series B, trust and local personnel do not all receive the same package.
