OVERVIEW

The full-scale invasion by the Russian Federation has caused significant losses in Ukraine’s cultural sector, including the destruction of cultural heritage sites, infrastructure, and the disruption of established mechanisms for financing and sectoral development. In these conditions, effective communication of state policy in the field of culture, recovery processes, and international cooperation becomes critically important.


To coordinate recovery and transformation processes in the cultural sector, the Ministry of Culture of Ukraine is establishing a Recovery Support Office with support from UNESCO and funding provided by the Government of Japan, which will provide analytical, project-based, and communication support for key initiatives.
Visual communication is a critical component of this work, as it ensures:
 - informing the public;
 - supporting international cooperation;
 - presenting recovery plans and results;
-  building trust in government initiatives.

In this context, the Ministry of Culture of Ukraine requires professional support in graphic design to develop a unified visual identity and ensure high-quality visual communication of its activities.

Long Description

To ensure systematic and professional visual support for the activities of the Ministry of Culture of Ukraine and the Recovery Support Unit through the development of a unified design system and the production of high-quality graphic content.


To achieve this objective, it is necessary to ensure:
● the development of a unified visual identity;
● the establishment of standardized design approaches;
● the creation of graphic content for digital and print platforms;
● the visualization of analytical and reporting materials;
● support for communication campaigns and public events;
● consistency across all visual materials, while ensuring compliance with UNESCO branding and donor visibility requirements.

ASSIGNMENTS

The objective of the assignment is to ensure the development of graphic and visual materials for the communication activities of the Ministry of Culture of Ukraine and the Recovery Support Office, including the creation of a design system, preparation of content for various platforms, and support of public events.

Scope of Work and Tasks


●    Development and implementation of a unified design system and brand book for the Ministry of Culture of Ukraine and the Recovery Support Office.
●    Creation of graphic materials for websites and social media platforms.
●    Design of illustrations, banners, and visual elements in line with communication needs.
●    Development of infographics for the visualization of analytical and statistical data.
●    Preparation of presentations for public appearances and international events.
●    Design of printed materials (booklets, flyers, banners, roll-ups, badges, etc.).
●    Ensuring compliance of all materials with the approved design system.
●    Participation in the development of visual concepts for communication campaigns.
●    Timely revision of materials based on feedback.
●    Provision of ongoing graphic support to projects.
●    Advisory support to the team on visual communication matters.
●    Ensuring compliance of all materials with approved visual identity standards, including UNESCO and donor visibility requirements.

CONTRACT DURATION

Duration: until February 28, 2027

DELIVERABLES

1.    A unified design system and brand book have been developed and implemented.
2.    Regular production of graphic content has been ensured.
3.    Infographic materials for analytical and reporting purposes have been prepared.
4.    Presentations and printed materials for key public events have been developed.
5.    A consistent visual identity across all communication materials has been ensured.
6.    Appropriate institutional and donor visibility has been consistently applied across visual outputs

REQUIRED QUALIFICATIONS

EDUCATION

●    Higher education or relevant professional experience in design.
