The Fund seeks to recruit Gender Consultants under  its remote -roster based to carry out the tasks, duties, and responsibilities, and to provide support to the hiring unit, as detailed below;

 

Role

 

  • GCF is establishing a roster of Gender Consultants to provide remote support to the Secretariat. The Gender Consultant will ensure that GCF-funded activities across public and private sectors comply with the GCF Gender Policy and will support Operational Safeguards in managing surge capacity.
  • The role applies to all regions and contributes to ensure quality at entry and throughout implementation, including monitoring, evaluation, and learning for Funded Activities.
  • The Gender Consultant will support gender due diligence and SEAH risk assessment, Annual Performance Report (APR) reviews, portfolio analysis, and institutional learning support to strengthen impact/results-based management and evidence-informed decision-making across GCF operations.

 

Duties and Responsibilities 

 

The expected tasks and deliverables may include but not be limited to:

  • Provide technical review of gender assessments and action plans in funding proposals.  
  • Ensure alignment with GCF Gender Policy and Board-approved frameworks, including the institutional Gender Action Plan in investment operations.  
  • Undertake expert reviews of the Annual Performance Reports of GCF funded activities for sections covering gender in a timely manner as per GCF Policy requirements, agreed assessment and action plans with the AE, as outlined in the Accreditation Master Agreement and the Funded Activity Agreement(s) for each approved project/program.Prepare a review note/summary for each APR containing key gender developments during the reporting period which should contain, but may not be limited, to the following:
    • Key compliance issue with the gender and SEAH clauses in the FAA and applicable national laws and regulations.
    • Expert opinion on the extent to which the GCF funded projects and programs are able to promote gender equality and women’s empowerment and mainstreaming as stipulated in project/programme documents and particularly gender action plan.
    • Providing recommendations for any identified implementation gaps and for improving how gender equality issues are addressed in the ongoing projects/programmers
    • Including support where relevant, to assessing the implementation of legal conditions related to project disbursements.
    • Any follow-up actions implemented based on items reported in the previous reporting period.

Required experience and qualifications

 

  • Advanced university degree related to gender studies preferably within the development sector
  • Requires Master’s (7 years) or Bachelor’s (9 years) of relevant work experience, including professional background on gender issues particularly in developing, guides, checklists and frameworks at institutional levels.
  • Strong analytical, writing skills, with ability to work under strict timelines;
  • Demonstrated experience in gender mainstreaming in projects and programs (project/program cycle)
  • Exposure to managing gender aspects in a portfolio of projects and experience in international financial institutions and/or multilateral development banks is an advantage.
  • Proven ability to work effectively with multicultural and multidisciplinary teams.
  • Exposure to/knowledge of GCF working modalities is an added advantage.
  • Excellent written and oral communication skills in English are essential for this position.

 

 

Others

  • The Consultants will be remotely based and be selected from the roster and retained when the Secretariat determines it needs specific support in relation to its work.
  • Placement on the roster does not guarantee employment or any other related engagement with the GCF.
