Duties and Responsibilities

Background of the assignment: The mandate of the United Nations Office on Drugs and Crime (UNODC) covers areas such as transnational organized crime, criminal justice, anti-corruption, drug control, and counterterrorism. UNODC’s work recognizes that many young people face limited opportunities, which can lead to frustration when they are unable to realize their aspirations. The United Nations Office on Drugs and Crime (UNODC) is developing the Regional Youth Network for Central Asia (RYNCA) digital ecosystem, including a website and mobile applications, to facilitate youth engagement and promote evidence-based substance use prevention. The platform aims to connect young people across Central Asia, supporting initiatives on health, education, and civic participation. Engaging young people in policy dialogue and decision-making requires creating platforms that enable their genuine participation regarding youth rights, access to quality education, health services, employment opportunities, and life skills development. To communicate with RYNCA members across Central Asia and provide up-to-date information about events and other activities, the Project will launch this comprehensive digital ecosystem to drive civic engagement. In alignment with these project objectives, UNODC ROCA requires a qualified Full stack Web Developer to engineer, deploy, and maintain these integrated digital platforms. All development activities executed under this assignment shall be governed strictly by the provisions, technical benchmarks, and delivery standards outlined in the RYNCA Website Terms of Reference (RYNCA Web TOR) Specific tasks to be performed by the consultant: The Individual Contractor is expected to execute following tasks: • Provide support in sourcing, registration and configuring hosting and domain services. Linking login information and passwords to a designated RYNCA network member. • Fullstack Development: Execute the backend and frontend development utilizing the specified technical stack (Backend: Laravel Sanctum, PostgreSQL, and Laravel Queues for automated mail services (or similar); Frontend: React (or similar); Mobile: React Native (or similar)); • Cross-Platform Architecture: Implement a shared codebase for iOS and Android to ensure seamless cross-platform functionality; • API Integration: Engineer a centralized backend API to facilitate data synchronization between the website and mobile applications; • Event Management Systems: Develop and integrate a secure registration module for upcoming events via the web interface; • Brand Integrity: Ensure the rigorous application of RYNCA branding guidelines, including typography, color palettes, iconography, and standardized interface components; • Providing continuous system maintenance, real-time debugging, and rapid issue resolution throughout the critical testing phase
