Duties and Responsibilities

In his report on Shifting the management paradigm in the United Nations: ensuring a better future for all paragraph 61 (A/72/492), the Secretary-General indicated his intention to strengthen the evaluation capacity of the Secretariat, in particular providing support to smaller units that do not have a meaningful evaluation capacity. In this context, this Generic Job Opening (GJO) for Evaluation Specialists is to create a pool of evaluation experts that would be available for programme managers across the UN Secretariat. Evaluation Specialists will be responsible for a range of duties as specified in the evaluation terms of reference against which the specialist will be recruited on. Responsibilities primarily relate to conducting evaluations that meet the UN standards for evaluation, and may include but are not limited to: • Elaborating on the evaluation design and producing an inception report; • Collecting and analysing data; • Interpreting evaluation findings, drawing appropriate conclusions; • Making recommendations and communicating findings through reports, presentations or other means of dissemination. Hiring teams and programme managers of all UN Secretariat entities will be able to search this pool based on their specific needs on evaluations. The hiring office from the UN Secretariat entities will directly reach out to the candidates, at which point they will also share the Terms of Reference, Results of Service and other details related to their consulting assignment.

Qualifications/special skills

Education: An advanced level university degree (Masters’ degree or equivalent) is required in Business or Public Administration, Management, Evaluation, International development, international relations, Social sciences, legal affairs or related fields. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of five years of experience in conducting evaluation is required. Language: English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in English or French is required. Fluency in other UN official languages may be required depending on the recruiting UN entity.
