Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Organizational Context and Scope

Under the overall supervision of the Chief of Mission and the Senior Emergency Coordinator in Boa Vista, and the direct supervision of the Senior Protection Associate for the North of Brazil, the successful candidate will be responsible to provide support to the Protection unit activities in Boa Vista, Roraima. In particular he/she will be responsible for:

Responsibilities

  1. Support the Senior Protection Associate in the planning, implementation and monitoring of administrative, financial, and operational IOM’s Protection activities related to the protection of migrants, including activities on Gender Based Violence (GBV), Child Protection, Trafficking in persons (TIP), Mental health and psychosocial support (MHPSS), in the AoR of Roraima, in line with IOM’s policies and procedures. 

  2. Assist the protection department in the conduction of protection needs assessments with a particular focus on identification, interview and assistance and referral of victims of trafficking, GBV and MHPSS - and strengthen standard operating procedure (SOPs); and ensure protection aspects are included in IOM evaluations, as site profile/DTM, satisfaction surveys, and coordinate its analysis with IOM staff and protection partners. 

  3. Prepare and facilitate capacity building activities for local authorities, civil servants, service providers, civil society, stakeholders and IOM staff on protection themes. 

  4. Support to protection activities within the Relocation Strategy, including the possibility of escorting protection cases to other destinations;

  5. Support monitoring and reporting processes about protection activities and prepare regular reports on protection activities, in accordance with IOM data protection principles;

  6. Participate and represent IOM in protection working groups, meetings and liaising with local authorities and Operation Welcome stakeholders and strategic partners, including UN Agencies to plan and execute protection-related activities; 

  7. Perform other related duties as may be required;

Qualifications

Required Qualifications and Experience

Education

  • Degree in Social Sciences, International Relations, Law, Public Policy, Human Rights, Population Studies, Intercultural Studies or related areas, in Brazil or abroad and related field with at least 2 years of relevant experience or Highschool diploma with at least 4 years of relevant experience.

Experience

  • Minimum 2 years of relevant work experience 

  • Experience with protection of migrants

  • Understanding of migration law, refugee law, TIP law and other related jurisprudence

Skills

  • Good organizational, time management and prioritizing skills.

  • Proficiency in Microsoft Office software (Word, Excel, PowerPoint, Outlook).

  • Ability to multitask and work under pressure to meet deadlines.

  • Experience working within a team of colleagues from diverse cultures and professional backgrounds.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Portuguese and Spanish is required. English is desirable. 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
