The Position:Programme associate GBViE (G6)
The Programme Associate, Gender Based Violence in Emergencies (GBViE) position is located in the Country Office of UNFPA in Juba and works primarily with the GBV Sub-Cluster Coordinator and the Emergency Coordinator in achieving the overall work of the Humanitarian Response Unit.
Programme Associate, GBViE supports the design, planning and management of UNFPA’s country programme by providing and managing data inputs, providing logistical support, monitoring project implementation and following up on various tasks and support services in the Humanitarian Response Unit. The Programme Associate applies established systems and procedures and assists in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to population and development, reproductive health and gender issues. S/he supports and manages the Humanitarian Response Units’ relations with government IPs. S/he is instrumental in facilitating programme/ project implementation using and developing appropriate mechanisms and systems and ensuring compliance with established procedures in support of the country office.
This Programme Associate role reports to the Emergency Coordinator and maintains collaborative relationships with all programme and project staff at the as well as administrative and operations team of the CO.

Job Purpose:
The Programme Associate works in close collaboration with other Programme and Project staff to exchange information and ensure consistent technical delivery of the work of the Humanitarian Response Unit. The Programme Associate provides programme support to the GBV Sub-Cluster and Emergency Coordinators in their work, including technical support the overall work of the Humanitarian Response team in the country. The Programme Associate also works in close collaboration with partners and stakeholders to ensure effective support to the unit and IPs working in the area of Humanitarian Response.
Under the supervision and guidance of the Programme Coordinator for Humanitarian Response, the Programme Associate works in close collaboration with a range of staff, external partners and counterparts in support of administrative programme design and delivery. Incumbent provides regular feedback on the status of projects through monitoring milestones and advises on improvements to keep activities on track. The Programme Associate leads efforts in providing programme, administrative and financial support to the programme and technical team, including data and research to support the overall work of the Humanitarian Response team in the country. The Programme Associate also works in close collaboration with the Administrative and Finance team members to ensure effective support to the Humanitarian Response unit.

A. Supporting the Administration and Coordination of the Work of Humanitarian Response Unit in the CO
- Contributes to the preparation of projects and programmes in the unit and with IPs
- Assists in the coordination between the various units and projects developing or working on Humanitarian Response Health Issues.
- Assists in the identification, systematization and reporting of good/promising practices and lessons learnt on Humanitarian Response Issues.
- Support the programme team in the Country Programme development process, including liaising with consultants and stakeholders to deliver results as planned.
- Establish programme planning information and schedules on CO organized events, review and reporting.
- Gather, compile and analyses information in the subject areas of UNFPA assistance to the Government, drafting project documents and work plans and preparing tables and statistical data.
- Assist in the coordination/submission of substantive reporting.
- Provide regular updates in terms of Country Programme development including programme outputs and performance against indicators.
- Maintain monitoring reports and records in a user-friendly access system.
- Maintain schedules of programme audits and follow up of related audit and evaluation recommendations.
- Contribute to ensuring compliance of programmes/projects with organizational guidelines, as well as with audits and evaluation findings, by benchmarking programme and project performance and transmitting this information to the output managers for corrective action.
- Assist in reviewing and analyzing country programme substantive achievements in Humanitarian Response including performance trends and providing feedback to the Country Office and Regional Office (when necessary).
- Facilitate the monitoring of the overall Humanitarian Response expenditure targets for the country programme in accordance with UNFPA’s global resource allocation system, annual guidelines and AWPs.
- Review and analyze past and current expenditures including trends in pattern of resource allocation in order to prepare recommendations and proposals for distribution of income and utilization of resources in the Country Office.
- Assist the programme team with budget revisions.
- Manage the consultants’ vetting process and maintain a consultant roster for the Humanitarian Response team and the CO.
B. Research and Knowledge Management Sharing Support
- Support the process of collecting, systematizing, and disseminating knowledge products.
- Provide support to the programme team on documentation, publishing and dissemination of good practice and lessons learned.
- Liaise with resource mobilization and communication units to make sure that knowledge products are well used to serve communication and resource mobilization efforts.
- Design and manage specialized data banks on programme/project profiles for development, implementation and evaluation purposes as well as best practices in programme design/implementation for knowledge sharing.
- Share and encourage the use of evidence-based information and data with other colleagues in UNFPA and external partners
- Analyze and distribute key knowledge pieces and materials in a timely manner to clients and stakeholders
- Correctly project UNFPA rules, policy positions, etc. on matters of Sexual Reproductive Health and Rights (SRHR) in all activities including in Humanitarian Response settings.
- Compile and synthesize relevant background material for use in discussions and public events.
C. General Support
- Stand-in for other team members on selected functions as may be required.
- Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience:
Education:
- Completed bachelor’s Degree Level as a required
- First level university degree in SRH and Humanitarian Response related fields, project/programme management, public health, or relevant social science discipline desirable
Knowledge and Experience:
- 3-6 years of relevant experience in Humanitarian Response or related fields is desirable
- Experience in Humanitarian Response project/programme management in private, CBO/NGO, national and/or international organizations.
- Previous experience in the UN system is an advantage;
- Strong interpersonal and organizational skills;
- Computer literacy - Word, Excel, Power-point, etc.;
- Good knowledge of ERP systems;
- Good writing and communication skills.
- Demonstrated ability to work in a team environment
Languages:
- Fluency in oral and written English is required. Knowledge of Arabic is an added advantage. Working knowledge of another UN Official Language, an asset.
