The Strategic Communications Specialist serves as the principal communications adviser to the Director of the Relief and Social Services Department at UNRWA Headquarters in Amman. This 12-month renewable international consultant role (equivalent to P3-level) focuses on the Archive Initiative. The incumbent will lead the development of strategic communications, cultivate relationships with key stakeholders and partners, and identify opportunities to strengthen collaboration, advocacy, and institutional support. Key responsibilities include developing and implementing strategic communications and stakeholder engagement plans, providing strategic advice to senior management, and preparing high-quality briefing materials and reports. The specialist will also establish and coordinate an advisory stakeholder structure, facilitate governance arrangements, and monitor communications activities to promote awareness and visibility. The role requires significant experience in strategic communications, public affairs, and partnership development, particularly with complex, multi-stakeholder programs.
