UNRWA job grades: international posts, area staff and specialist salary scales

UNRWA has an international staff system and a much larger area staff system with field-specific salary scales. Their grade labels should not be merged into one ladder.

UNRWA does not use one grade ladder for every vacancy. It has international posts and area staff posts. The two groups follow different recruitment rules and salary systems.

This matters when a jobs feed contains P-4 beside Grade 15, or turns a compound label such as 03.HL into a single value. Those entries come from separate classification systems and should be read against the original vacancy.

International posts

UNRWA’s guidance for applicants says that Professional and higher-category international staff are recruited internationally. Their salary scale is the worldwide scale established by the UN General Assembly on the recommendation of the International Civil Service Commission. The common job-classification system provides the structure.

In practice, these posts use familiar UN Common System grades such as P-3, P-4, P-5, D-1 and D-2. UNRWA also has a limited number of international General Service posts. International appointments are governed by UNRWA’s International Staff Regulations and Rules.

An initial fixed-term appointment for an international post is normally one year, which also serves as the probationary period. Extension depends on performance and the continuing need for the post.

P and D labels in a UNRWA vacancy are therefore official international grades. A D-1 label should remain D-1. Reducing it to the single letter D destroys the grade information.

Area staff posts

Most UNRWA employees are area staff recruited in the Agency’s fields of operation. Area jobs range from labour and support work to teaching, health care and field programme management. UNRWA says priority consideration for these posts is given to registered Palestine refugees.

Area staff have their own regulations and rules. They are not paid on the UN Common System local salary scales used by many other UN organizations. UNRWA publishes a separate salary scale for each field of operation and, within some fields, separate scales for particular occupational groups.

The ordinary area staff ladder uses numeric grades. Official UNRWA Dispute Tribunal records show posts at Grade 10, Grade 12, Grade 18 and Grade 20. A 2025 Tribunal judgment describes Grade 20 as the highest grade available to area staff.

That supports reading Grade 20 as a senior area staff grade. It does not support converting it to D-1, P-5 or another international grade. The duties and recruitment basis remain those of the area post.

Initial area staff appointments are normally three years, with the first year as probation. Renewal depends on performance and continued need. Local eligibility, the field office and any refugee-registration preference appear in the notice.

Salary depends on the field and occupational scale

UNRWA’s Area Staff Rules identify separate general salary scales for Lebanon, Syria, Jordan, the West Bank, Gaza and Egypt. They also identify Occupational Health Salary Scales for the principal fields. The careers page links field-specific schedules and separate schedules for health, microfinance and higher education where applicable.

The same numeric grade cannot be assigned one worldwide salary. A Grade 12 post in one field follows that field’s schedule, allowances and currency provisions. A health post may sit on an occupational schedule with its own notation.

UNRWA records provide a concrete example. A 2024 Tribunal judgment identifies a Dental Surgeon as Grade HL 06, Step 13. An official UNRWA vacancy archive also shows Senior Staff Nurse posts as 03.HL. Those forms contain a numeric grade, a specialist scale marker and, in the Tribunal record, a salary step.

A database should preserve the whole label. Displaying HL alone makes the post look like a freestanding rank, which the cited UNRWA sources do not establish. For applicants, 03.HL and HL 06 should be checked against the health salary schedule for the named field.

Labels that should not be expanded without a source

UNRWA’s public careers page confirms a separate microfinance salary schedule, yet it does not publish a candidate-facing legend that defines every abbreviation exported by recruitment systems. A label such as ML may be connected to a specialist schedule in source data. Without a definition in the vacancy or official schedule, spelling it out as an official grade name would be guesswork.

Bare letters such as D, E or F are also unsafe. D-1 and D-2 are valid international Director grades. Single letters can appear in other administrative or salary-scale contexts. The letter alone lacks enough information to place the job. The original title, staff category, duty station and full grade field are needed.

Numeric values with a leading zero, such as 09, usually represent the same area grade number format used in the source system. Keep the leading zero if it is part of the vacancy label, but explain the post as Area Grade 9 only when UNRWA identifies it as an area staff opening.

Checking a UNRWA offer

First establish whether the vacancy is international or area staff. For an international post, use the P, D or international General Service grade and the international appointment terms. For an area post, record the field office, numeric or specialist-scale grade and local eligibility.

Then open the current salary schedule linked from UNRWA’s applicant page. Check the grade and step separately. Allowances can depend on field, occupation, post and personal circumstances, so a base-salary figure does not give full take-home pay.
