How to compare international-organization compensation without false equivalence

A method for comparing salary, tax treatment, pension, insurance, allowances and cost of living without pretending grades are equivalent.

A salary comparison becomes misleading when it starts with grade labels. P-3, AD7, NATO grade 15 and a development-bank band belong to different systems. Compare the actual offer and duty station, not an invented equivalence.

Build the cash figure

Record the annual base salary in its payment currency and whether the published figure is gross, net of staff assessment or exempt from host-country income tax. For UN Professional staff, the ICSC salary page separates base salary and post adjustment. General Service uses local scales.

Add guaranteed cash allowances, then separate conditional items such as dependency allowance, education grant, mobility incentive or hardship allowance. Do not count the maximum of a grade as the likely entry offer.

For national taxation, read the organization’s statement and obtain personal advice. “Tax exempt in the host country” may not remove tax obligations imposed by a country of nationality or residence.

Value benefits separately

Employer pension contributions are deferred compensation, not current take-home pay. Record employee contribution, employer contribution, vesting or eligibility, transfer rules and likely benefit type.

Compare medical insurance premiums, deductibles, dependent coverage and retiree provisions. Add annual leave, parental leave, sick leave, disability coverage and life insurance. An education grant is valuable only if the employee has eligible children and meets school conditions.

Relocation, home leave, housing support and visa assistance can be substantial but conditional. Spread one-time relocation over the contract duration rather than treating it as annual salary.

Adjust for location and contract risk

Use realistic housing, childcare, transport, health and tax costs at the duty station. Exchange rates change, so show the rate and date. A post adjustment or correction coefficient is part of the institution’s system; it is not a universal cost-of-living index.

Contract duration affects value. A higher annual package on an eleven-month non-renewable contract may be less secure than a lower multi-year appointment. Include probation, renewal language, notice, unemployment coverage and the cost of moving again.

Consultant rates require a different model. Deduct unpaid leave, non-billable days, insurance, pension savings, equipment, tax and gaps. Never annualize a daily fee over 260 paid days unless the contract actually guarantees them.

Use scenarios

Prepare a first-year cash scenario, a normal full-year scenario and an exit scenario. Show assumptions for dependants, school, exchange rate and pension eligibility. Keep non-cash benefits outside take-home totals.

Official sources should anchor every number. The BIS remuneration policy, for example, describes market benchmarking, pension and insurance but not a universal public grade table. A written offer is needed for the individual amount.

What not to conclude

Similar net income does not mean similar grade or seniority. Higher pension value does not guarantee easier transfer. Tax exemption does not always mean higher disposable income after local costs.

A sound comparison ends with several dimensions: cash, retirement, protection, family support, location, contract security and career fit. If two offers trade advantages, say so. Precision comes from transparent assumptions, not from compressing unlike packages into one fictional “equivalent salary.”

A reproducible worksheet

Use one row per offer and separate annual cash, employer-funded benefits and contingent benefits. Cite the official scale date and the exchange rate source. Put a zero only where a benefit is confirmed absent; otherwise mark it unknown. Calculate ranges when schooling, tax or housing is uncertain.

For pension, compare expected rights under several service lengths rather than adding contributions mechanically. For medical insurance, estimate premiums and typical out-of-pocket exposure for the household. For leave, show days but do not assign an arbitrary cash value unless one contract pays unused leave.

Review the offer’s payment frequency. Thirteen salary instalments, monthly net pay and daily consultancy invoices create different cash flow even if annual totals match. Note currency conversion fees and whether allowances are paid in another currency.

Finally, separate financial value from career value. A permanent-looking title may sit on a short contract; a lower grade may offer better subject experience. Keep these judgments visible instead of hiding them in a single score.

Questions to ask

Request the proposed grade and step, pensionable salary, staff deductions, insurance premium, relocation ceiling and benefit eligibility date. Ask which items stop at contract expiry and whether repatriation or separation payments require minimum service. Written answers make later comparison auditable.
