ORGANIZATIONAL CONTEXT

Le/la titulaire du poste fait partie de l’équipe chargée des risques et relève du chef de l’unité. Il/elle apportera son soutien à la mise en oeuvre des activités de gestion des risques, contribuera à l’application des contrôles, au respect des politiques et procédures, ainsi qu’à l’efficacité globale des opérations et à l’optimisation des ressources du PAM.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

  • Apporter un appui à la mise en oeuvre des activités de gestion des risques.

  • Contribuer à l’application des contrôles et au respect des politiques et procédures, tout en favorisant l’efficacité Ades opérations et la bonne utilisation des ressources.

  • Soutenir l’implémentation effective du système de contrôle interne et promouvoir l’utilisation des outils de conformité et des bonnes pratiques.

  • Identifier les besoins d’information et de formation, et organiser des sessions d’information ou des programmes de formation à l’attention des collègues et des parties prenantes externes, afin d’améliorer leur compréhension des politiques, règles, réglementations et procédures du PAM en matière de gestion des risques.

  • Appuyer le chef d’unité dans la préparation des données à transmettre aux parties prenantes externes, notamment en lien avec les engagements auprès du système des Nations Unies, des donateurs et des partenaires.

  • Contribuer au signalement rapide des allégations de fraude, de corruption ou de tout autre problème lié à la conformité.

  • Participer au suivi interne selon les besoins.

  • Identifier, développer et partager des outils adaptés pour renforcer les pratiques de conformité au sein du bureau du PAM Niger et des partenaires coopérants.

  • Renforcer la sensibilisation collective aux mesures de prévention contre la fraude, la corruption et d’autres types d’inconduite, notamment sur : • les types d’inconduite observés, • les modes opératoires identifiés, • les voies appropriées de signalement.

  • Accomplir toute autre tâche selon les besoins.

QUALIFICATIONS AND EXPERIENCE

Education: Un diplôme d'études secondaires, idéalement complété par un diplôme universitaire en commerce, administration publique, finance, comptabilité, développement international, audit ou dans un autre domaine pertinent. Une formation complémentaire en audit, gestion de la performance, gestion des risques ou dans des domaines connexes est fortement souhaitable.

Experience:

  • Au moins six ans d'expérience à responsabilités croissantes en gestion des risques, incluant l'évaluation des contrôles internes et la formulation de recommandations d'atténuation, idéalement au sein d'un système moderne de gestion des risques d'entreprise.

  • Capacité avérée à analyser, évaluer et résoudre les problèmes avec ingéniosité, initiative, discernement, tact et diplomatie.

  • Expérience démontrée en gestion de programmes ou de projets.

  • Participation aux activités de suivi, de reporting et d'analyse des résultats, avec une solide compréhension des indicateurs de performance.

  • Participation à l'analyse des risques et à l'élaboration ou la mise en œuvre de stratégies d'atténuation.

  • Collaboration inter-unités sur les questions d'impact, de planification et d'ordonnancement.

Language: La maîtrise du français (à l’oral et à l’écrit) est requise. Une connaissance pratique de l’anglais est souhaitable.
