The Senior PSEAH and AAP Associate supports IOM's efforts to prevent and respond to sexual exploitation and abuse (SEA) and sexual harassment, as well as implement the Accountability to Affected Populations (AAP) framework. The role involves coordinating PSEAH and AAP activities at the country level, supporting the development of work plans, integrating PSEAH and AAP into programming and proposals, facilitating training and awareness-raising activities, and maintaining SEA reporting channels. The incumbent works under the supervision of the Chief of Mission and in coordination with global and regional PSEAH units, inter-agency networks, and various stakeholders. The position requires strong coordination, communication, and technical skills in protection, gender-based violence, and humanitarian affairs.

Description

Addressing the Prevention of and Response to Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) is a priority within IOM and a strong contributor to United Nations (UN) and Inter-Agency Standing Committee (IASC) efforts at both the global and country levels. 

 

IOM’s PSEAH strategy focuses on five key pillars: 1) Leadership and Organizational Culture; 2) Institutional Accountability and Transparency; 3) Capacity-Development, Training, and Communication; 4) Quality and Accessible Victim Assistance; 5) Partnership and Coordination. The Accountability to Affected Populations (AAP) Framework establishes the International Organization for Migration’s (IOM) common approach for implementing and mainstreaming AAP throughout its crisis-related work as contained in its Migration Crisis Operational Framework (MCOF). It helps the Organization ensure quality and responsive programming in line with the evolving needs of beneficiaries, affected populations and communities and enforce the Organization’s zero tolerance against sexual exploitation and abuse (SEA) and other misconduct. The commitments of this framework were developed in line with the Inter-Agency Standing Committee’s (IASC) commitments to AAP and adapted to meet IOM’s operational realities. IOM has an AAP toolkit as well as additional tools for specific thematic and operational areas to ensure all IOM activities are designed to use power responsibly by taking account of, giving account to and being held to account by the people they seek to assist

 

Under the overall supervision of the Chief of Mission, and direct supervision of the Programme Support Unit (PSU) Coordinator, and in close coordination with the Regional PSEAH Officer and the global PSEAH Unit at Headquarters ( HQ), as well as relevant thematic specialists within the Country Office, Regional Office, and Headquarters (HQ), the incumbent will be responsible for supporting and facilitating the technical oversight and support of IOM’s PSEAH prevention and response efforts  and AAP activities at the country level. The incumbent will also be an active member of the inter-agency PSEAH and AAP Networks in-country. 

Responsibilities

COORDINATION:
1.    Support the development of an operational PSEAH Work Plan, in line with IOM standard template and PSEAH frameworks, and in coordination with the global PSEAH Unit, Regional PSEAH Officer and senior management of the Country Office. 
2.    Support the inclusion of PSEAH and AAP within the IOM Country Office Strategy, Crisis Response Plan/Migrant Response Plan or other project proposals and appeals, as appropriate; ensure that SEAH risks are considered in the Country Office risk register and that PSEAH is mainstreamed in proposal development, programming, monitoring and evaluation and budgeting. 
3.    Support the development, implementation and monitoring and evaluation of PSEAH and AAP programming and liaison with relevant donors. 
4.    Contribute to the in-country interagency PSEA and AAP Networks (support in the development of the collective PSEA workplan, risk management plan, PSEA Strategies, Standard Operating Procedures for an inter-agency Community-Based Complaint Mechanism, etc), and actively participate in AAP and PSEAH coordination initiatives. 
5.    Contribute to reporting on standard PSEAH CO-level indicators on a quarterly basis, and to showcasing PSEAH and AAP results and good practices through internal and external reporting, visibility materials and knowledge-sharing initiatives in coordination with global and regional PSEAH teams. 

PREVENTION:
6.    Support assessments to identify potential SEAH risks and define appropriate mitigation measures; in coordination with relevant units ensure that risk mitigation measures are embedded within IOM programming, operations and administration. 
7.    Assess implementing partners for PSEA capacities through the UN Partner Portal and support them in meeting minimum standards on PSEA.
8.    In collaboration with relevant teams, support the development and delivery of a a PSEAH training plan for the Country Office for IOM personnel, implementing partners[1], and key institutional stakeholders. 
9.    On a regular basis, compile and report data on the number of IOM personnel and partners trained in country on PSEAH in coordination with HR. Assist with the registration of all IOM participants within the IOM system and the timely issuance of certificates; Raise awareness of among staff and personnel, on PSEAH, including information on IOM reporting channels and available support mechanisms at country and global level.
10.    Support the development, localization and contextualization, and implementation of communication and awareness-raising strategies and tools to ensure appropriate PSEAH messaging and understanding of prohibited behaviours, reporting channels and available assistance.; 
11.    Map existing Country Office community engagement projects and support the implementation of PSEAH awareness activities on among affected communities and with beneficiaries.
12.    Support efforts to strengthen and maintain safe and accessible SEA reporting channels based on community needs and preferences.

RESPONSE:
13.    In line with the IOM Moldova AAP complaints and feedback mechanisms (CFM) SOPs, maintain the hotline and receive calls, provide timely information, refer cases and record inquiries in the IOM database to ensure transparency and accountability. 
14.    Safely respond to potential SEA disclosures, refer reports to IOM´s internal reporting systems, and coordinate safe referrals of victim/survivor to assistance services, ensuring coordination with the global SEAH case management team.
15.    Regularly monitor safety and other risks for SEAH victims/survivors in coordination with the Regional PSEAH Officer and the global SEAH case management team; adjust response to mitigate risks; ensure regular assessment of victims’/survivors’ needs. 
16.    Undertake duty travel, as required.
17.    Perform such other duties as may be assigned.

Qualifications

EDUCATION
•    Bachelor’s degree in Law, International Relations, Psychology, Social Sciences, Development Studies and Planning or a related field from an accredited academic institution; with four years of relevant professional experience; or,
•    High school diploma with six years of relevant professional experience.

EXPERIENCE
•    Experience in the fields of protection sexual exploitation and abuse, sexual harassment, protection, child protection, gender-based violence, accountability to affected populations (AAP), gender mainstreaming and/or humanitarian affairs;
•    Coordination experience within the UN system and amongst interagency partners, including governments, NGOs, and communities; 
•    Experience in developing and facilitating trainings, in particular capacity-building, and communication materials to promote behaviour change; 
•    Experience in proposal development and the creation of standard operating procedures and tools; and,
•    Experience in mainstreaming PSEAH, gender-based violence, child protection, protection, gender or accountability to affected populations.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

Required

For this position, fluency in English, Romanian and Russian is required. (oral and written).

Desirable

Working knowledge of Ukrainian language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
