The International Organization for Migration (IOM) seeks a National Consultant to develop an interagency capacity-building package for K-9 units involved in border surveillance and emergency response in Kazakhstan. The role involves creating training materials and Standard Operating Procedures (SOPs) for Search and Rescue operations, conducting a three-day training for Border Service and Ministry of Emergency officers, and submitting final analytical reports. The consultant will work within the Immigration and Border Governance Unit, coordinating with IOM Astana and local partners. The ideal candidate possesses extensive expertise in border security, law enforcement, or military education, with a strong background in migration governance. The position requires high-level proficiency in Russian or Kazakh and the ability to travel within the country. This is a short-term consultancy focused on delivering specific educational and procedural outputs to strengthen state agency capabilities.

Project Context and Scope

Project Context and Scope

The consultancy will be carried out within the framework of the IOM project “Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia”, funded by the Immigration, Refugees and Citizenship department of Canada (IRCC) under the International Migration Capacity Building Program (IMCBP).

Within this consultancy the following activities will be supported:

  • In coordination with IOM, provide support in developing the training materials for K-9 Units of the agency carrying surveillance of green border in the country;
  • In coordination with IOM, provide support in developing the training materials for K-9 Units of the agency responsible for emergency response in the country;
  • In coordination with IOM, to conduct the 3-day training on “Search and Rescue Operations” for Border Service and Ministry of Emergency officers;
  • In coordination with IOM, development of SOPs for the state agencies' K-9 Units on joint trainings on Search and Rescue operations

Responsibilities

Tasks to be performed under this contract

The Consultant(s) in close coordination with IOM will be responsible for delivering the following results and milestones: 

  • Provide support in developing the training materials for K-9 Units of the agency carrying surveillance of green border AND agency responsible for emergency response in the country; 
  • Conducting of 3-day training on “Search and Rescue Operations” for Border Service and Ministry of Emergency officers;
  • Development of SOPs for the state agencies' K-9 Units on joint trainings on Search and Rescue operations
  • Provide report on the trainings conducted
  • Participation, where relevant, in coordination meetings/exchanges with IOM Astana and Kazakhstan partners
  • Submit a final analytical report on the results achieved during the consultancy period.

Performance indicators for the evaluation of results

  • Developed SOPs is cleared with IOM (Minimum: ten pages of MS Word document, in Kazakh and/or Russian language)
  • Training Materials (Minimum: five Sessions in MS Power Point in Kazakh and/or Russian language)
  • Analytical report on the results achieved during the consultancy period (Minimum: four pages of MS Word document, in Kazakh and/or Russian language)

Qualifications

Required Qualifications and Experience

  • Postgraduate degree, preferably in Law (e.g., Crime code, Migration Studies, Border Security and etc.), Law, International Law or other related fields from an accredited academic institution with at least eight years of professional experience in Law enforcement or military educational institutions; or 

  • University Degree, preferably in Law (e.g., Crime code, Migration Studies, Border Security and etc.), Law, International Law or other related fields from an accredited academic institution with at least ten years of professional experience in Law enforcement or military educational institutions. 

  • Highly specialized individual with extensive relevant experience and the highest level of expertise in the Border Security area. 

  • At least eight years of experience in conducting of trainings for trainers in the field of Border Governance. 

  • Demonstrated experience in development of training/workshop materials. 

  • Demonstrated professional experience on migration-related topics. 

  • Demonstrated professional experience related to the Immigration and Border Governance. Experience in working with relevant governmental and non-governmental institutions and senior representatives in the field of Immigration and Border Governance in Kazakhstan would be a distinct advantage as well as previous experience working in an international organization.

  • Have strong analytical, verbal, and report writing skills.

  • Be willing to undertake in-country travels related to the assignment. 

Languages

Knowledge of Russian or Kazakh languages is required.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
