Green Climate Fund contracts, grades and consultant roles: a guide for applicants

A practical guide to GCF staff, local and international recruitment, consultancies, internships, pay information and Songdo-based careers.

The Green Climate Fund finances climate action in developing countries and works through accredited entities and partners. A job with one of those partners is not automatically a GCF job. Direct GCF opportunities are advertised through the Fund’s own staff, internship and consultant channels.

Staff, consultants and interns

The GCF careers page separates staff vacancies from internships and from its Consultant Jobs Portal. That separation reflects different legal relationships.

Staff members occupy established GCF positions and receive salary and benefits under the Fund’s Staff Regulations and Rules. Their vacancy states the post, duty station, grade or level where applicable, and appointment terms. Internationally recruited and locally recruited staff can be subject to different market references and benefits. “Local” concerns the employment framework; it does not mean the work lacks technical or managerial responsibility.

Consultants are engaged for specific expertise or deliverables. GCF says consultancy contracting is processed through procurement. Consultants may work at headquarters or remotely, depending on the assignment. Their fee, travel and limited headquarters-related provisions are governed by the consultancy notice and contract. They do not receive staff benefits such as family relocation, education support or the full staff leave package simply because the assignment lasts several months.

Internships form another route. Candidates should use the current notice to check educational eligibility, duration, stipend, visa, insurance and travel responsibilities. An internship is not a probationary staff appointment and carries no automatic conversion.

Grades and pay

GCF revised its staff framework through Board decision B.42/15. The accompanying Staff Rules explain that salary is set within the relevant grade range with regard to qualifications, experience and internal equity, and that salary scales are reviewed periodically.

Applicants may encounter older GCF documents using former International Staff and Administrative Staff labels. Archived scales should not be used to assign a current vacancy to an invented UN equivalent. The Fund does not present a simple, current candidate-facing table that maps every job title to a universal grade and salary. The grade or level in the live vacancy and the current offer are the reliable sources.

The what we offer page describes staff base salary and benefits. Staff salaries are paid in US dollars and are exempt from tax in the Republic of Korea under the headquarters arrangements. Staff may still have tax obligations elsewhere, depending on their nationality or residence; the current Staff Rules make clear that such obligations remain the staff member’s responsibility.

Benefits can include health coverage, pension or provident arrangements, leave, relocation and family-related support, subject to appointment category and eligibility. A displayed grade range is not an automatic offer at its upper end. Consultants should compare their fee with their own insurance, tax, pension and relocation costs rather than treating it as a staff salary.

Work and location

GCF headquarters is in Songdo, Incheon, Republic of Korea. Most staff roles are attached to headquarters, while some consultancies can be remote or require travel. Candidates should read the duty-station field closely and not assume that climate-finance work is country-office based. GCF delivers much of its country activity through partners rather than a large network of its own offices.

Work areas include investment and portfolio management, accreditation, country programming, readiness, private-sector finance, financial instruments, risk, treasury, legal affairs, environmental and social safeguards, Indigenous peoples, gender, results management, evaluation, procurement, communications, human resources, information technology and administration.

International staff recruitment is intended to draw from a broad global field. Locally recruited roles may require the right to work in Korea or use local terms specified in the notice. Every vacancy can add language, nationality, travel or professional-qualification requirements. GCF’s international status should not be read as automatic visa sponsorship for every contract, especially consultancies.

Applying through the right channel

Apply for staff jobs through the staff careers portal linked from the GCF site. Use the separate Consultant Jobs Portal for individual consultancy assignments. Procurement notices for firms or institutional services are not individual staff vacancies.

A strong application answers the exact selection criteria with evidence: the size and type of finance handled, work with governments or accredited institutions, climate or sector expertise, safeguards experience, and results achieved. It also respects the contract boundary. Someone applying for a consultancy should address deliverables and availability; someone applying for staff employment should show sustained responsibility at the stated level. Mixing those two cases usually produces a generic application that fits neither.
