Duties and Responsibilities

  1. Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice. UNODC, as guardian of the United Nations Convention against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States Parties to effectively implement the Convention, including on business integrity. The backbone for UNODC anti-corruption work is the normative framework provided by UNCAC. UNODC possesses extensive experience and in-depth substantive expertise, delivering and adapting technical assistance to Member States upon request and working with a variety of national, regional and international stakeholders. Moreover, UNODC possesses substantial experience in developing technical tools, and disseminating and facilitating exchange of good practices in the fight against corruption. As part of its Global Programme against Corruption, UNODC has been implementing projects on business integrity since 2011 with activities delivered in more than 18 countries. The projects implemented by UNODC aim to strengthen legal frameworks, promote public-private dialogue, increase knowledge of good practices to prevent and counter corruption in the private sector and deliver education programmes to equip future employers and business leaders with ethical mindsets. UNODC’s business integrity projects focus on strengthening anti-corruption legal frameworks, enhancing public-private dialogue and building private sector capacity to prevent and counter corruption. 1 Considering the ongoing conflict in Ukraine and the changing safety and security situation, we cannot provide exact travel dates. In the framework of its business integrity projects and under the Siemens Integrity Initiative, UNODC has led a series of integrity-focused initiatives in Ukraine since December 2023, primarily targeting the private sector, with inclusion of the public sector, academia, youth, and civil society. Key outcomes included the development of the updated Model Code of Integrity and the Handbook on Building an Integrity Organization 2.0, both of which were shaped through multi-stakeholder consultations conducted by UNODC and the National Agency on Corruption Prevention (NACP). Capacity-building efforts featured training sessions on public procurement, anti-corruption compliance, and ethical business practices for private sector representatives. Legal analysis and policy recommendations on preventing corruption in the private sector produced by UNODC further supported anti-corruption reforms and strengthened corporate integrity standards in Ukraine in line with UNCAC and EU standards, with a focus on the energy and construction sectors. Building on the Model Code of Integrity, the Handbook on Building an Integrity Organization 2.0 and the new UNODC-UN Global Compact publication “An Anti-Corruption Ethics and Compliance Programme for Business: A Practical Guide” , UNODC will continue to support the development and implementation of anti-corruption ethics and compliance programmes for the private sector in Ukraine, in particular micro, small and medium-sized enterprises (MSMEs) and in public-private forums to promote ethical business practices in line with UNCAC and EU standards. In this context, UNODC is seeking a consultant who will update and localize the anti-corruption training package for MSMEs developed by UNODC in line with the final Model Code of Integrity, the Handbook 2.0 and the UNODC "An Anti-Corruption Ethics and Compliance Programme for Business: A Practical Guide", focused on priority sectors for recovery and reconstruction in Ukraine (e.g. energy and construction). The training package will also support NACP in the implementation of its anti-corruption mandate in the private sector. The consultant will be home-based. The consultant will engage with UNODC staff primarily via electronic means. Under the overall guidance of the Chief FSS/CFB, the consultant will be required to report on the progress and outcomes, as elaborated below. The consultant will also work in coordination with other UNODC staff and consultants as necessary.
  2. Purpose of the assignment: The purpose of the assignment is to assist FSS/CFB, the UNODC Programme Office in Ukraine, the programme managers and substantive officers as well as government counterparts in the development of a localized anti-corruption training for MSMEs in Ukraine, support the organization and delivery of the training, promote its dissemination and foster public-private dialogue and recommendations on promoting business integrity in the context of recovery and reconstruction efforts.
  3. Specific tasks to be performed by the consultant: Under the overall supervision of the Chief FSS/CFB/DTA, and in close cooperation with other UNODC staff and the National Project Officer in Ukraine, the consultant will perform the following specific tasks: A. Develop a methodology and outline for the assignment The consultant will submit an inception report outlining the methodology, workplan and timeline for the assignment. B. Develop a localized anti-corruption training for MSMEs in Ukraine The consultant will update and localize the anti-corruption training for MSMEs developed by UNODC to the local normative context on business integrity, needs and good practices. In line with the United Nations Convention against Corruption (UNCAC), the training is aimed at strengthening MSMEs’ anti-corruption measures using a three-step approach, starting from the basic concepts of ethics, integrity, business ethics and corruption risk assessment to empower all participant companies to conduct a corruption risk assessment in their organization and develop an action plan to mitigate the corruption risks identified. The training package will be shared by UNODC, and for the localization the consultant is expected to translate it from English to Ukrainian, complement the content with references to the NACP’s Model Code of Integrity, the Handbook 2.0 and the UNODC publication "An Anti-Corruption Ethics and Compliance Programme for Business: A Practical Guide (2026)", as well as to the practical recommendations from the legislative gap analysis and the report on corruption risks in the private sector in Ukraine , developed by UNODC, with a focus on the construction and energy sectors. The consultant will be also required to localize case studies and resources as part of the localization process. The draft localized trained package will be discussed with NACP and other local stakeholders and updated in line with comments and proposals received. C. Deliver the localized anti-corruption training for MSMEs The consultant will prepare and deliver the localized training to representatives of selected local MSMEs. The sessions will be delivered in Kyiv (or alternative city) following a three-step approach that foresees approximately two weeks to up to one-month interval after each training session in line with the UNODC methodology. After the training, the consultant will collect information on the number of companies which have strengthened their internal anti-corruption systems or programmes as a result of the training, which will be included in a repository of good practices. The consultant is expected to liaise with national stakeholders from the public and private sector (e.g. NACP, business associations, chambers of commerce, etc.), civil society organizations as well as other UN partners (e.g. UN Global Compact) to identify MSMEs that could participate in the training, with a focus on priority sectors for recovery and reconstruction in Ukraine (e.g. energy and construction). As part of the training, the consultant will also support the roll-out of the UNODC and UN Global Compact e-learning "Doing Business with Integrity" to equip local businesses with knowledge to effectively manage corruption risks. The consultant will submit the final version of the updated and localized training for MSMEs, as well as all the relevant materials, incorporating the feedback and suggestions from stakeholders, NACP and UNODC. Additionally, the consultant will produce a two-pager on lessons learned from the adaptation and delivery process of the training. D. Organize a multi-stakeholder round table on business integrity in Ukraine The consultant will organize a multi-stakeholder round table (in Kyiv or alternative city) with participants from the public and private sectors to disseminate the training package for MSMEs and exchange good practices, challenges, needs and opportunity areas to promote business integrity in Ukraine considering the reconstruction and recovery efforts, the EU accession process and in line with UNCAC and EU standards. The consultant will produce a short report on the round table highlighting the main recommendations to be presented as an outcome document to the representatives of the Ukrainian anti-corruption authorities.
  4. Expected tangible and measurable deliverables: The consultant will carry out the specific deliverables under the overall supervision of the Acting Chief of FSS/CFB, in close consultation with and guidance of other CFB staff and the National Project Officer in Ukraine.

Qualifications/special skills

  • An advanced university degree (Master’s degree or equivalent) in legal studies, business, management, education, social science or humanities, or another related field, is required. A first level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree.
  • A minimum of five (5) years of experience working in compliance department of companies and/or in strengthening anti-corruption, ethics and compliance programmes for/with/in the private sector, is required
  • Experience in capacity-building on topics linked to integrity, ethics and anti-corruption for the private sector, especially in Ukraine, is required
  • Experience in facilitating workshops and consultations with diverse stakeholders, including the public and private sector, and civil society, is required;
  • Demonstrated knowledge of relevant Ukrainian anti-corruption legal frameworks is required;
  • Previous experience working in Ukraine, including with Ukrainian private sector, civil society or public institutions, is required;
  • Demonstrated experience working independently and with minimal supervision is required;
  • Demonstrated proficiency in the use of standard Microsoft Office (MS Excel, MS Word and MS PowerPoint) is required;
  • Previous experience with the United Nations or other international organizations is desirable;

Languages

• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Ukrainian is required. Knowledge of another official United Nations language is an advantage.
