Description
Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.
Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
Review of designs /specifications for aircraft fueling service facilities and equipment by airside EPC contractor(s) / fueling service concessionaire and report findings / recommendations to government.
Provide on-site advice to the government project management.
Review of the design basis report(s) and report findings and recommendations to government.
Prepare and submit an end of assignment report which should clearly identify conformance or otherwise of each element of the airport facility /equipment with the concerned ICAO Standard and Recommended Practices (SARPs). If there are no SARPs for the item, then indicate if it generally follows the provisions of the guidance material provided in the relevant ICAO manual and/or follows the best international practice. The report should also indicate, in general, terms the corrective actions to be taken by government.

Essential
- Ten years training and experience in matters of aircraft fuel storage and hydrant fueling systems, including experience in the planning and design, installation and operation of the systems.
- Adequate experience in aircraft fuel storage and fueling systems related manuals / procedures / checklists development at a major international airport or experience as a safety inspector on the subject in a State civil aviation regulatory authority.
Essential
- A good command of oral and written English.
Desirable
- A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term)
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
ICAO CDI consultants are expected to conduct themselves in a manner befitting their status as international civil servants.
