International Seabed Authority contracts and grades: a guide for applicants

How ISA fixed-term and temporary appointments, UN-common-system grades, consultants, internships and member-state nationality rules fit together.

The International Seabed Authority was created under the United Nations Convention on the Law of the Sea to organize and control activities in the international seabed Area. It is an autonomous international organization, not a department of the UN Secretariat. It has its own Staff Regulations and Rules, while using major elements of the UN common system.

Staff appointments and non-staff work

The ISA career opportunities page separates fixed-term and temporary staff positions, consultants and individual contractors, internships, and programme routes such as Junior and Senior Professional Officers.

Fixed-term appointments fill posts for a stated period under ISA Staff Regulations and Rules. Temporary appointments meet short-duration needs. Neither label alone identifies seniority: a temporary opening may be at P-2 or P-5. Renewal conditions are governed by the appointment and ISA rules, not by assumptions imported from UN Secretariat jobs.

Consultants and individual contractors are engaged for defined outputs or services. The ISA’s career FAQ says these Individual Service Agreements do not follow the UN common-system salary scale. They are not staff appointments and should be evaluated from the fee, deliverables, travel and insurance terms.

Internships and sponsored professional programmes have separate eligibility, duration and funding rules. A Junior Professional Officer is generally funded under an agreement with a sponsoring government; it is not the same as applying for an ordinary P-2 post. The current programme announcement controls nationality and experience requirements.

Grades and salary

ISA staff vacancies use Professional and higher grades, usually P-2 through P-5 in public openings, and General Service grades such as G-4 to G-7. Director-level posts may use D grades. The ISA career archive shows the grade on each opening.

Professional posts are internationally recruited and call for substantive or managerial expertise. General Service recruitment is local and covers administrative, technical and support work. A G-7 post can carry senior technical and supervisory responsibility; it is not an internship-level role.

ISA adheres to the UN common system of salaries, allowances and benefits for full-time staff. Professional pay uses the common base salary and Kingston post adjustment. General Service pay follows the Kingston local scale. This does not make ISA staff members employees of the UN Secretariat. Their letter of appointment is issued under the Authority’s own Staff Regulations.

The grade range is not an automatic starting salary. Step placement, dependency status and eligibility determine the package. Consultants remain outside that scale.

Nationality and duty station

Candidates for ISA staff positions must be citizens of an ISA member state. Membership should be checked when applying. Geographic diversity is considered alongside efficiency, competence and integrity. Individual openings may add language, education or security conditions.

Headquarters is in Kingston, Jamaica. A limited number of functions may be located elsewhere, including liaison activity in New York, but the duty station printed in the vacancy is controlling. General Service openings may require local recruitment eligibility. International status should not be read as universal relocation support for every contract.

Work covers law of the sea, marine science, geology, deep-sea ecosystems, environmental management, mining technology, regulatory compliance, economics, data and geographic information systems, capacity development and international cooperation. Supporting families include conference services, languages, communications, finance, budget, procurement, human resources, information technology and administration.

Applying through Inspira

ISA uses the United Nations Inspira platform for staff, consultancy and internship applications. Its FAQ explains that creating a Personal History Profile is not the same as submitting an application. Candidates must open the specific vacancy and complete the final submission before midnight New York time on the closing date. Email applications are not accepted.

The Authority charges no fee at any stage. Selection can include substantive screening, written assessment, interviews and reference checks.

Two distinctions prevent most mistakes. First, ISA uses UN-common-system grades but remains its own employer with its own rules. Second, an Inspira application does not by itself mean a UN Secretariat appointment. Read the department, ISA contract type and letter of appointment together.
