BACKGROUND AND PURPOSE OF THE ASSIGNMENT: 

The World Food Programme (WFP) Procurement Unit is responsible for ensuring the organization achieves optimal value for money while upholding the highest standards of fairness, integrity, and transparency in all procurement processes. 

Within this context, WFP is strengthening its supplier enablement and engagement approach to ensure that suppliers can efficiently register, onboard, participate in sourcing activities, and deliver against contractual requirements. This includes improving accessibility to WFP procurement processes, enhancing competition, and ensuring effective supplier performance management to meet operational needs. 

WFP is also advancing the implementation and maturation of digital procurement solutions across the full procurement lifecycle, including supplier relationship management (SRM), sourcing-to-contracting (S2C), and purchase-to-goods-receipt (P2GR) processes. These digital solutions aim to improve efficiency, transparency, data visibility, and end-to-end process integration. 

Under the functional supervision of the Head of Procurement, the Procurement Officer will play a key role in supporting supplier enablement, engagement, and performance management, while contributing to the effective implementation and continuous improvement of WFP’s digital procurement systems. The incumbent will ensure that procurement processes are efficient, compliant, and aligned with WFP’s operational and strategic objectives, while facilitating a seamless experience for suppliers throughout the procurement lifecycle, from registration and sourcing to contract execution, digital transactions, and performance monitoring. 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Contribute towards the development of procurement plans and processes ensuring compliance with wider procurement policies and WFP standards. 

  • Support the implementation and continuous improvement of WFP digital procurement solutions, including supplier relationship management (SRM), sourcing-to-contracting (S2C), and purchase-to-goods-receipt (P2GR) processes, ensuring effective adoption and process maturity. 

  • Facilitate supplier enablement by supporting supplier registration, onboarding, and integration into WFP digital platforms, ensuring suppliers can easily access, navigate, and participate in procurement processes. 

  • Act as a focal point for supplier engagement on digital tools and processes, providing guidance to suppliers to enhance their participation in sourcing events, contract execution, and transactional processes. 

  • Identify system or process gaps in digital procurement workflows and propose improvements to enhance efficiency, user experience, data quality, and compliance. 

  • Actively engage with suppliers to enhance their understanding of WFP requirements, processes, and compliance standards, promoting increased competition and supplier diversity. 

  • Identify, assess, and recommend potential suppliers, ensuring due diligence is conducted and that supplier databases are continuously updated and strengthened. 

  • Support the planning and execution of sourcing activities, including solicitation, bid management, and evaluation processes, ensuring transparency, fairness, and efficiency. 

  • Provide operational coordination and administrative support for procurement projects, ensuring timely and effective delivery of goods and services. 

  • Review, record, and prioritize purchase requests, providing guidance to requisitioners to ensure appropriate procurement strategies and value-for-money outcomes. 

  • Prepare purchase orders, contracts, and supporting documentation, ensuring accuracy and compliance with applicable procedures, and process approvals within delegated authority. 

  • Support the end-to-end digital procurement cycle, including contract creation, order placement, and goods receipt recording, ensuring proper system utilization and data integrity. 

  • Monitor supplier performance, including contract execution, delivery timelines, quality compliance, and system adherence, contributing to supplier performance evaluations and recommending corrective actions where needed. 

  • Strengthen supplier relationship management by maintaining regular communication with suppliers and addressing issues affecting contract implementation, system usage, and performance. 

  • Collate and analyse procurement and supplier performance data from digital systems to support reporting, decision-making, and continuous improvement initiatives. 

  • Contribute to audit processes by compiling required documentation and drafting responses to audit observations, ensuring compliance with internal and external standards. 

  • Work closely with internal stakeholders and external partners to align procurement, supplier engagement, and digital transformation activities with programmatic and operational requirements. 

  • Support training and capacity building of WFP staff and suppliers on procurement processes, systems, and digital tools, including supplier onboarding, sourcing platforms, and contract management systems. 

  • Guide and supervise junior staff, providing technical support and acting as a point of escalation for complex procurement, supplier engagement, and system-related matters. 

  • Support emergency preparedness and response activities to ensure rapid and effective procurement and supplier mobilization during crises, including through the use of digital procurement systems. 

  • Perform any other duties as required.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with additional years of related work experience and/or training/courses.


Experience:

  • Minimum 5 years of experience managing end-to-end procurement processes, including sourcing, contracting, and supplier performance management. 

  • Proven experience in supplier onboarding, market engagement, and driving supplier performance and participation in procurement activities. 

  • Hands-on experience with digital procurement systems (e.g., SRM, S2C, P2GR) and supporting their implementation, adoption, or optimization within procurement operations. 

Language: Fluency (level C) in English and French is required.
