The World Food Programme (WFP) is seeking a Programme Policy Officer for Cooperating Partnership Management based in Mogadishu, Somalia. This role focuses on implementing the Country Office strategy for partner engagement by coordinating with Cooperating Partners (CPs), NGO Consortia, Government Institutions, and International NGOs. Key responsibilities include scoping and profiling potential NGOs, conducting quality capacity assessments, and facilitating the piloting of Cooperating Partnership management activities and quality assurance measures. The officer will coordinate improvement plans for CPs, review and revise tools and Standard Operating Procedures (SOPs) to resolve audit issues, and ensure partners understand and utilize WFP corporate guidelines. The role involves reviewing risks in CP engagements, assisting NGOs with Financial Liability Agreement (FLA) reporting, and coordinating training on WFP policies. Additionally, the officer will implement spot checks, monitor CP activities, ensure timely and accurate payment processing, and manage data recording in the COMET system. The position requires contributing to internal data process improvements, such as automating manual processes. The ideal candidate will have strong coordination, analytical, and problem-solving skills, with the ability to communicate effectively and work in a multicultural team environment. KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Contribute to the implementation of the Somalia Country Office strategy for partner engagement, by engaging CPs, NGO-Consortium, Government Institutions and other INGOs in the area.
Implement regular engagement with CPs by documenting challenges, opportunities and lessons learnt to better deliver high quality assistance to beneficiaries.
Scoping and profiling potential NGOs in the Area Office in liaison with technical units and advise for relevant strategic engagement.
Participate and contribute to NGO Partnerships Unit reviews at Country Office/Area Office level and facilitate the piloting of CP management activities/quality assurance measures.
Contribute towards quality capacity assessment of CPs and Partnerships evaluations at the area office level. Coordinate the implementation of improvement plan for CPs in close collaboration with Area Office based technical units, heads of programmes, and Deputy Head of NGO Partnerships Unit.
Contribute to the review and revision of different tools, guidelines, and SOPs that can resolve audit issues and implementation of NGO guidance recommendations. Ensure that CPs have understood the WFP corporate tools, guidelines and SOPs and utilize them in their day-to-day operations.
Review the potential risks in CP engagements in discussion with the Risk and Compliance Unit and recommend risk mitigation measures.
Assist NGOs to ensure that the FLA reporting requirements are adhered to and liaise closely with technical units in the Area Office.
Coordinate the training of cooperating partners on the updated WFP’s corporate strategy, policies, guidelines, and templates for better accountability and transparency.
Contribute and coordinate at Area Office level for the implementation of spot checks and CP monitoring activities.
Ensure that payment requests processes are timely and accurate and that all payments are processed based on the agreement and agreed payment schedules.
Contribute to the timely and accurate recording of WFP activities in the WFP Area Office Tool for Managing (Programme operations) Effectively (COMET); includes timely preparation and submission of, Distribution Plans, Food Release Notes, distribution reports for In-Kind (IK) in line with WFP procedures.
Contribute towards internal data process improvements: automating manual processes, optimizing data delivery.
QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED:
Education: Advanced University Degree in Business Administration, Marketing, International Relations, Economics, Finance/Accounting, Science in
Nutrition, Food Security, Management, International Development, or Project Management OR First University Degree with additional years of
related work experience and/or training/courses.
Experience: At least one (1) year of relevant experience with advanced University Degree OR First University degree with a minimum of three (3) or more years of experience in involving partnership management, Resource and Funds Management in humanitarian operations. Experience in similar position is an added.
Language: Fluent knowledge (Proficiency/level C) of English and Somali language.
Knowledge & Skills:
Ability to sensitize cooperating partners on the effective utilization of WFP CP policies and guidelines.
Provide and coordinate input into policy discussions and decision-making processes.
Good coordination skills
Strong motivation to make a difference and to contribute to WFP’s mandate.
Proven effective cognitive abilities, analytical, problem-solving skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills.

Practical understanding on cooperating/implementing partners management processes, policies, and guideline
Experience in building the pragmatic and operational capacities of partners. Experience in research, monitoring and evaluation, strategic engagement, performance evaluation of partners, spot-checks and financial tracking is a plus.
Experience in the preparation of agreements/LOUs with partners and reviewing technical proposals, budgets, and reports
