The Bank for International Settlements (BIS) is hiring a Member of Secretariat within the Financial Stability Board.

Please note that this role is offered as a fixed-term contract.
This role is based in Basel, Switzerland; however, thanks to our status as an international organization, we can hire globally and welcome applications from candidates of all nationalities and located anywhere in the world. Relocation support is available for the successful candidate and their dependent family members.
Purpose of the job:
Provide secretariat support to the FSB under the overall direction of the FSB Secretary General. The principal responsibilities of the Member of the Secretariat include researching subject matters of potential or ongoing interest to the FSB, preparing discussion notes and/or reports for the FSB and its sub-committees, organising FSB-related meetings, and ensuring follow-up of FSB decisions.
Principal Accountabilities:
Meeting activities: Assist the Chair and Secretary General of the FSB in the preparation of the meetings of the FSB and its Standing Committees, including drawing up agendas and preparing discussion and background papers. Prepare papers under the direction of the Secretary General or the Chairs of Standing Committees or working groups, for consideration by meeting participants. For the latter, the Member of the Secretariat is responsible for the distribution of all pertinent materials to the participants and for supervising the administrative requirements, e.g. the arrangements for meeting facilities, preparation of press materials and ensuring the smooth functioning of the meetings. Attend meetings, actively participating as required. Assist the Chair in the discussion of technical issues, in clarifying matters set out in the background documentation and in summarising the views and positions of the participants in an effort to achieve, to the extent possible, a consensus that forms the basis of a common position for presentation to the FSB. Assist in the preparation of the record of meetings.
Analysis and drafting work: Carry out research and background analysis on assigned subjects that are to be raised or are being discussed in the FSB or its Standing Committees by reviewing literature on the issues and by gathering information in the relevant area, including from FSB member organisations. Summarise views, positions and approaches to dealing with those issues and prepares papers on the basis of research.
Other Secretariat responsibilities: Follow other issues under examination by FSB member bodies; sub-groups of the FSB or by other colleagues in the FSB Secretariat in order to ensure a consistent and coordinated approach on related matters. Provide input and feedback, as necessary, to the Chair or Secretariat members.
Preparation of regional and outreach activities: Prepare for FSB Regional Consultative Group (RCG) meetings and other outreach by assembling background documentation for distribution to participants, by coordinating written and oral contributions by participants, and by drafting discussion papers and setting the agenda, under the direction of the Secretary General or in collaboration with the Chairs of the RCGs. The Member of the Secretariat is responsible for the distribution of all pertinent materials to the participants and also responsible for supervising the administrative requirements, e.g. the arrangements for meeting facilities, preparation of press materials and ensuring the smooth functioning of the meetings. Participate in regional and other outreach meetings. Prepare summaries of each meeting. Respond to enquiries from the press, official sector and market participants, as well as members of the general public. Draft speeches and written presentation material for the Chair and the Secretary General.
Promote coordination and cooperation with FSB members: Establish and maintain contacts with contact persons at FSB member institutions and other organisations in order to exchange information, facilitate coordination and prepare for meetings.
Represent the FSB Secretariat in meetings and conferences: Represent the FSB Secretariat at conferences and at meetings, including by making presentations in areas of specialisation. Respond to inquiries and requests about the work and function of the FSB.
Areas of specialization: While applicants are welcome with any specialisation who meet the essential qualifications mentioned above, some areas of specialisation are particularly desirable at this time. Nonbank Financial Intermediation (NBFI): A strong understanding of the analytical aspects of NBFI is highly valued. A proven track record of conducting empirical analysis on policy-relevant topics related to NBFI would be a significant asset. Cross border payments: Involvement in delivering or monitoring aspects of the G20 Cross-Border Payments Roadmap is highly valued. Experience operating or overseeing a payments system or in payments policy would be a significant asset. Crisis preparedness and resolution: A strong understanding of financial institution regulatory, supervisory and crisis preparedness policies and financial safety net arrangements is highly valued. Practical experience in crisis management for various types of financial institutions and events would be a significant asset.
