About this role
The Disability Inclusion Consultant provides high-level policy advice and technical leadership to support the Government of Ukraine’s social protection reforms led by the Ministry of Social Policy, Family. The role focuses on ensuring these reforms are inclusive by design, covering strategies, legislation, financing, delivery systems, data/monitoring, accountability, and interagency coordination. The Consultant will manage and oversee national experts working on specific reform deliverables. This is an on-site position in Kyiv, Ukraine, with a duration of 13 months under an international consultancy contract. The role reports to the Deputy Representative (Programmes) to strengthen UNICEF’s internal capacity in disability inclusion.

The Disability Inclusion Consultant supports the integration of disability inclusion across the Government of Ukraine’s social protection reforms led by the Ministry of Social Policy, Family. The Consultant provides high-level policy advice and technical leadership to ensure reforms are inclusive by design covering strategies, legislation, financing, delivery systems, data/monitoring, accountability, interagency coordination, and managing/overseeing national experts working on specific reform deliverables. The Consultant maintains a dotted reporting line to the Deputy Representative (Programmes) to strengthen UNICEF’s internal capacity in disability inclusion.
