About this role

The World Health Organization is seeking a Local Consultant to produce detailed, credible, and policy-relevant cost estimates for the Uganda Non-Communicable Disease (NCD) Multisectoral Strategy. The primary objective is to develop a costed implementation plan aligned with WHO methodology to support the strategy's implementation, financing, and monitoring from 2026 to 2030. The consultant will estimate total and annualized costs, cost priority interventions across sectors, and identify financing gaps. Key tasks include reviewing the strategy draft, defining cost components, estimating unit costs using national data, and developing multi-year cost projections disaggregated by strategic objective, sector, and cost category. The role requires validating results with stakeholders, refining outputs based on feedback, and delivering a final costing report, accompanying tools, and a summary presentation. The consultant will work under the technical guidance of the WHO Uganda Country Office and the Ministry of Health. This is a short-term assignment lasting 30 working days, starting July 13, 2026, and ending August 21, 2026. The successful candidate must possess strong analytical skills, experience in health program costing, and the ability to translate complex economic data into policy insights.

Key requirements

Purpose of the Assignment

The purpose of the consultancy is to produce a detailed, credible, and policy relevant cost estimates of the Uganda NCD Multisectoral Strategy to support implementation, financing, and monitoring of NCD prevention and control in Uganda.

Objectives of the Assignment

General Objective
To produce a costed implementation plan aligned with WHO methodology.

The specific objectives are to:
1. Estimate the total and annualized cost of implementing the Uganda NCD Multisectoral Strategy over its implementation period of 5 years (2026-2030).
2. Cost priority interventions and actions across sectors, aligned with the strategy’s results framework.
3. Identify financing gaps to inform resource mobilization and investment planning.
4. Scope of Work
Under the technical guidance of WHO and the Ministry of Health, the consultant will undertake the following tasks:
Task 1: Inception and Review

Review the final draft of the Uganda NCD Multisectoral Strategy and relevant national policies, plans, and costing frameworks.
Agree with WHO/MoH on the costing methodology, assumptions, timelines, and output formats.
Prepare and submit an inception report outlining the approach, workplan, and data requirements.
Task 2: Costing of the NCD Multisectoral Strategy
Define cost components for strategic objectives, priority interventions, and activities across sectors.
Estimate unit costs using national data sources, standard norms, and validated assumptions.
Develop multi year cost projections disaggregated by:
o strategic objective and intervention,
o implementing sector,
o cost category (e.g. personnel, commodities, operations, coordination),
o year of implementation.
Document assumptions, data sources, and limitations.
Task 3: Validation and Refinement
Present preliminary costing results to WHO and the Ministry of Health and other sectors.
Incorporate feedback from technical stakeholders.
Revise and finalize the costing outputs accordingly.
Task 4 Final Reporting and Dissemination (Days 26–30)
Produce a final costing report and accompanying costing tools.
Prepare a concise presentation summarizing key findings, total costs, and financing implications.

:Deliverables

The consultant will submit the following deliverables:
1. Inception report with agreed methodology and workplan
2. Final costing report after incorporating stakeholders’ feedback
3. Summary presentation for the Ministry of Health approval structure.

Required Qualifications and Experience

Essential Education requirements

Advanced degree (Master’s or higher) in health economics, public health, health policy, economics, or a related field.
Essential Experience
Minimum of 5–7 years’ experience in health program costing, health financing, or economic analysis.
Proven experience in costing national or sectoral health strategies or plans.
Experience working with government institutions and development partners.
Desirable Experience
Familiarity with noncommunicable disease (NCD) programs and multisectoral approaches.
Experience in public sector planning, budgeting, and resource allocation processes.
Essential Skills and Competencies
Strong analytical and quantitative skills.
Demonstrated ability to develop costing models and prepare comprehensive reports.
Excellent written and oral communication skills.
Ability to work independently and deliver high-quality outputs within set deadlines.
Desirable Skills and Competencies
Knowledge of health financing frameworks and economic evaluation methods (e.g., cost-effectiveness analysis).
Experience using costing and data analysis tools (e.g., Excel-based models, statistical software).
Strong stakeholder engagement and facilitation skills.
Ability to translate complex economic data into clear, policy-relevant insights.

Institutional Arrangements

The consultant will report technically to the WHO Uganda Country Office, working closely with the Ministry of Health (NCD Program) and relevant stakeholders.

Use of Results

The costing outputs will be used by the Ministry of Health, WHO, and partners to:

• Support implementation of the NCD Multisectoral Strategy,
• Inform national and sectoral budgeting,
• Guide resource mobilization and partner engagement.

Start date: 13th July 2026
End date: 21th August 2026

Duration of the consultancy:

The consultancy will last 30 working days.

Payment Schedule

The consultant, with at least 5 years-experience and a master’s degree in the relevant field as above will be paid a daily rate of Uganda Shillings 1,600,457 ($475) which amounts to a total of Uganda shillings 48 013,695 (USD 12750) in 30 days as follows:

20% – Inception report
40% – Draft costing report for input by stakeholders
40% – final costing report and presentation for the Ministry of Health approval structure
