Organizational Setting

The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.
Specifically, FAO Country Offices:
- · advocate, inform and support policies and investments in the areas of FAO’s mandate;
- · provide technical assistance and deliver core services;
- · assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;
- · position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and
- · ensure risk-smart and accountable operations and management.
For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations, the academe and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, mechanization and modernization through improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
The position will be assigned in Isabela Province with field missions in Cagayan Province.
Reporting Lines
The Project Team Coordinator reports to the FAO Representative (FAOR) and Assistant FAO Representative (Programme) in the Philippines and will work with technical guidance from the Community Resilience and Emergency Response Adviser, LTO based in the FAO Regional Office for Asia and the Pacific (RAP), and in close coordination with other FAO team members at country, regional, and headquarter levels.
Technical Focus
The Project Team Coordinator ensures the effective and timely implementation of project activities at the provincial level by managing daily operations, coordinating cash-plus and climate-resilient interventions, and resolving operational challenges. The role provides technical support in translating climate-resilient agriculture and risk-informed approaches into practical field applications while strengthening partnerships with local government units, community organizations, and key stakeholders. It also oversees capacity building, promotes inclusive participation aligned with GEDSI and Environmental and Social Safeguards, supports planning, monitoring, reporting, and adaptive management, and requires relevant academic background and field experience in agriculture or rural development.
Tasks and responsibilities
- · Serve as Project Team Coordinator and lead overall implementation of the Transformative Climate-Resilient Agriculture (CRA) project, including supervision and technical guidance to project personnel
- · Provide technical support to the Budget Holder in the preparation, refinement, and updating of the project workplan and budget in consultation with Project Specialists, Field Coordinators, and key stakeholders, Lead project mobilization activities, including baseline assessment, targeting approach, and inception validation in coordination with partners
- · Oversee beneficiary targeting, registration, and database management, ensuring alignment with agreed criteria and inclusive approaches
- · Supervise procurement planning and ensure timely acquisition, delivery, and distribution of project inputs and equipment
- · In coordination with the Cash Specialist, oversee delivery of cash assistance and cash-for-work activities, including compliance, monitoring, and Post-Distribution Monitoring (PDM)
- · Provide strategic and technical guidance on climate-resilient agriculture, energy-efficient technologies, and related interventions
- · Oversee implementation of capacity building activities and deployment of project-supported technologies and assets
- · Monitor overall project implementation, ensuring timely tracking of progress, results, and delivery against approved plans
- · Prepare and submit regular technical and progress reports to FAO, government counterparts, and the donor, highlighting achievements, challenges, and recommendations
- · Ensure adaptive management by integrating monitoring results, lessons learned, and field feedback into planning and implementation
- · Identify operational risks and bottlenecks and implement timely solutions to ensure efficient delivery of assistance
- · Establish and maintain effective coordination and working relationships with DA, LGUs, partner agencies, and other stakeholders
- · Liaise with the donor and relevant partners to ensure alignment, complementarity, and synergies with related initiatives
- · Facilitate and oversee organization of trainings, workshops, and knowledge-sharing activities in coordination with technical specialists
- · Promote inclusive participation of women, persons with disabilities, and other vulnerable groups across all project activities
- · Ensure integration of Gender Equality, Disability, and Social Inclusion (GEDSI) principles and Environmental and Social Safeguards
- · Oversee the overall planning and implementation of recruitment, travel, and procurement processes, ensuring the project maintains an appropriate staffing complement and that operational requirements are anticipated and delivered in a timely manner.
- · Contribute to project communication, visibility, and knowledge products in line with FAO and donor requirements
- · Provide regular updates to management and the donor through meetings, reports, and technical briefs
- · Perform other related duties as may be assigned by FAO Management

Minimum Requirements
- · Advanced university degree in the field of Agriculture, Rural Development, Community Development/Organizing, other Sustainable Development related studies.
- · At least 8 years of relevant experience in agriculture/rural development sectors, programme management and implementation, capacity building, and coordination with national/regional government structures, NGOs and private sector and the UN agencies.
- · Full proficiency / working knowledge (level C1) of English
