This role sits within the IFRC Country Cluster Delegation (CCD) based in Jakarta, Indonesia, covering the five countries of Brunei Darussalam, Indonesia, Malaysia, Singapore and Timor-Leste.
Job Purpose
The purpose of the Procurement Officer position is to manage and support the procurement of goods, works, and services required by the office in Indonesia and Timor Leste, including complex procurement processes, while ensuring compliance with IFRC's fundamental principles and procurement procedures.
Job Duties and Responsibilities
- Conduct procurement processes for IFRC CCD Indonesia and Timor Leste, including complex procurement (procurement with value above CHF 50,000) with ERP or without ERP as required and as specified by IFRC procurement guidelines, as well as under the technical guidance of GHS & SCM AP
- Process end to end procurement of goods and services, obtaining quotations, preparing comparative bid analysis (CBA), Prepare Minutes of Meeting (for sealed tender), making recommendations for selecting the suitable suppliers/service providers and request Technical Approval to GHS & SCM AP (if required). Also to arrange and maintain the delivery in a timely and cost-effective manner by coordinating with the suppliers, service provider and other relevant stakeholders regarding the delivery, reception of goods or service to ensure all deliverables meet with requirement and IFRC standards and keep all parties informed of any changes.
- Conducted vendor site visit for vendor verification, sample review, etc. / Field Procurement process if needed as per IFRC procurement guidelines
- Provide advice or consultation for Malaysia Red Cross (MRC) related to their Procurement Guideline, Policy or Procedure if needed.
- Provide advice and support to colleagues on a procurement related matter or requiring guidance for raising Purchase Requisition in ERP or Smart Office (SO).
Job Duties and Responsibilities (continued)
- Ensure compliance with the IFRC Code of Conduct and Fraud and Corruption Prevention and Control Policy when discharging duties under this role.
- Maintain professional relationship with suppliers and other stakeholders; including the relationship with PMI staff to improve better rapport in supporting procurement process
- Perform other duties as may be assigned by the line manager.
Education
- University degree in relevant field.
- Relevant qualification/technical training (or equivalent experience) would be preferred
Experience
- 4 - 6 years of experience with minimum of 2 years working in the area of expertise
- Experience supporting local procurement processes and supplier management
- Experience maintaining procurement records and documentation
- Experience of working with the Red Cross / Red Crescent is preferred
- Experience working with humanitarian organizations, NGOs, development agencies or international organizations is preferred
Knowledge, Skills and Languages
- Knowledge of procurement and supply chain management principles
- Understanding of compliance, accountability and internal control requirements
- Ability to manage multiple priorities and deadlines
- Proficiency in Microsoft Office applications, particularly Excel
- Fluent spoken and written English
