ORGANIZATIONAL CONTEXT
The UNESCO Regional Office for the Gulf States and Yemen supports Member States and key education partners in advancing Sustainable Development Goal 4 (SDG 4) across the Gulf States and Yemen through technical support, policy advice, capacity development, and programme implementation. UNESCO supports Ministries of Education and relevant stakeholders in strengthening education systems, enhancing evidence-based planning and governance, improving education data systems, and promoting inclusive, equitable, and quality education.
Within this framework, UNESCO also supports countries affected by crises and emergencies through interventions related to Education in Emergencies (EiE), including support to education sector coordination, planning, monitoring, capacity-building, data systems, learning recovery, and resilience-building initiatives.
In Yemen, UNESCO works closely with the Ministry of Education (MOE), the Local Education Group (LEG), Development Partners Group (DPG), UN agencies, donors, and education stakeholders to support sector coordination, education system strengthening, evidence-based planning, and education recovery efforts. UNESCO also serves as the Coordinating Agency for the Global Partnership for Education (GPE) grants, chairs the Local Education Group (LEG) with the Ministry of Education and chairs the Development Partners Group (DPG) in Yemen, supporting sector dialogue, coordination, joint reviews, and engagement among key education stakeholders.
Within the framework of the programme “Strengthening Education System Capacity and Coordination in Yemen” funded through the Global Partnership for Education (GPE) System Capacity Grant (SCG), UNESCO is supporting interventions aimed at strengthening education system governance, sector coordination, monitoring and reporting systems, Education Management Information Systems (EMIS), and learning assessment systems.
To support these efforts, UNESCO seeks to recruit an Education Project Manager to lead and coordinate the implementation of the System Capacity Grant in Yemen and support the coordination, implementation, monitoring, and follow-up of related education activities in Yemen.

DUTIES AND RESPONSIBILITIES
Under the overall authority of the Director of the UNESCO Regional Office for the Gulf States and Yemen and the direct supervision of the Education Programme Specialist, the incumbent will lead and coordinate the implementation of the project and related education sector coordination efforts.
The main duties and responsibilities are:
1. Project Coordination and Implementation
- • Coordinate the planning and implementation of project activities, workplans, timelines, and deliverables.
- • Work closely with the Ministry of Education, UNESCO teams, consultants, partners, and other stakeholders to ensure smooth implementation.
- • Organize and follow up on meetings, workshops, consultations, missions, and related project activities.
- • Monitor progress, identify implementation challenges, and support timely follow-up actions.
2. Sector Coordination and Stakeholder Engagement
- • Support UNESCO’s coordination with the Local Education Group (LEG), Development Partners Group (DPG), Ministry of Education, donors, UN agencies, and education partners.
- • Provide guidance and follow-up support to coordination processes and agreed actions.
- • Promote communication, information sharing, and alignment among education stakeholders.
- • Support the preparation and follow-up of coordination meetings, technical consultations, and joint reviews.
3. Monitoring, Reporting and Technical Follow-up
- • Monitor project progress, results, indicators, and reporting requirements.
- • Prepare and consolidate progress reports, donor reports, briefing notes, presentations, and technical updates.
- • Maintain proper records of project activities, deliverables, and follow-up actions.
- • Provide technical inputs and summaries to support planning, reporting, and decision-making.

4. Internal Coordination and Programme Support
- • Support internal coordination within UNESCO to ensure consistency and alignment of programme activities.
- • Collect and consolidate inputs from colleagues, consultants, partners, and technical experts.
- • Review and edit project documents, reports, proposals, and related materials.
- • Support administrative, logistical, procurement, budgeting, and operational follow-up related to project implementation.
5. Support to Education in Emergencies and Knowledge Exchange
- • Support UNESCO’s Education in Emergencies (EiE) activities and related education initiatives in Yemen and the Gulf States.
- • Contribute to knowledge-sharing, advocacy, webinars, consultations, and dialogue sessions.
- • Prepare knowledge products, presentations, talking points, technical notes, and briefing materials.
- • Liaise with ministries, UN agencies, donors, partners, and technical experts, as required.
6. Missions and Other Duties
- • Undertake missions, as required and subject to security clearance, to support project activities and coordination processes.
- • Provide technical and coordination support during missions and field-level activities.
- • Support other education programme activities and related tasks, as required.
- • Perform any other duties assigned by the Director or Supervisor.

REQUIRED QUALIFICATIONS
EDUCATION
Advanced university degree (Master’s degree or equivalent) in International Development, Social Sciences, Education, Management, or a related field.
WORK EXPERIENCE
- • Minimum 5 years of relevant professional experience in education programmes, Education in Emergencies (EiE), sector coordination, project coordination, or international development;
- • At least 2 years of international and/or regional professional experience
- • Experience in Education programmes and initiatives in Arab countries
- • Working experience in project coordination and multi-stakeholder engagement, and experience working with Ministries of Education and development partner

The annual remuneration for the post is QAR 322854. UNESCO Service Contract benefits includes 30 days of annual leave as well as a contribution to pension scheme and health insurance upon proof of inscription.
