Background
The Project Development and Management Unit (PDMU), in close collaboration with the Technical Coordination Unit (TCU), ensures the efficient management and implementation of the WMO project portfolio to address the needs of Member countries.
The incumbent of this position will be responsible for managing projects and contribute to the implementation of other projects in close collaboration with a Project Officer to ensure proper delivery of WMO projects across different sub-regions. The incumbent will report to the Head of Project Development and Management Unit (PDMU) in the Development Partnerships and Programme Delivery Division (DPPD).
Duties and Responsibilities
Under the overall guidance of the Director of the Development Partnerships and Program Delivery (DPPD) Division, and under the direct supervision of the Head, Project Development and Management Unit (PDMU) in coordination with TCU, the Associate Project Officer will contribute to the management, planning and delivery of WMO projects globally, with a particular focus on Regional I (Africa) and RA IV (North America and the Caribbean).
The incumbent will collaborate closely with TCU and relevant WMO departments, Members and partner institutions. The Associate Project Officer's primary responsibility is to support and lead project management by ensuring deliverables in accordance with the project documents, tailored to Members' needs, and ensuring required standard of quality and within the specified constraints of time and cost. The incumbent will perform the following duties:
(a) Support the implementation of project activities on a day-to-day basis, by ensuring the mobilization of expertise (partners, consultants, experts);
(b) Collaborate in monitoring project workplans, proactively assessing how project implementation can best achieve the expected deliverables within the specified constraints of time and cost;
(c) Support the development of projects budget and timelines, assess delivery issues and work with national and regional counterparts to build common understanding and coordination on projects activities;
(d) Assisting in tracking and manage project expenditures in accordance with the project budget, as well as WMO rules and procedures, to ensure transparency, responsibility and timely fulfilment of projects’ targets and budget targets;
(e) Contribute to track and managing project risks, identify emerging risks, address project delays, propose and implement mitigation measures as needed;
(f) Maintain regular communication with the project implementing partners and key stakeholders, ensuring their active participation, involvement and support of the project’s objectives and activities;
(g) Contribute to the review or preparation of project reports and documents and ensure compliance with contractual obligations;
(h) In cooperation with relevant WMO colleagues, support the process of building synergies and complementarities with other WMO and other UN agencies projects implemented in the region';
(i) Maintain accurate data and information to facilitate monitoring and evaluation of projects and service activities, and to institutionalize and disseminate knowledge;
(j) Participation in meetings and events related to the projects;
(k) Lead the project management of CREWS SWIO and the Technical Assistance to Indian Ocean Commision (IOC) according to country's needs, and considering the previous duties and responsibilities;
(l) Carry out other relevant duties as required.
Required Skills and Experience
Education:
Master’s degree or equivalent in natural sciences, hydrometeorology, water resources management or a closely related field. A first-level university degree or equivalent in combination with two years of additional directly relevant experience may be accepted in lieu of the master’s degree.
Experience:
- A minimum of two years of combined national, regional and international progressively responsible experience in project or programme management.
- Experience in the mobilization of expertise for project implementation (identification of partners, engagement, etc) coordination of capacity building and training tailored to user needs.
- Experience in project budget planning, financial monitoring, reporting, and coordination of capacity building and training tailored to user request.
Other Requirements:
- Understanding of challenges related to the development and implementation of projects particularly in Least Developed Countries (LDCs), Small Island Developing States (SIDS) and Developing Countries.
- Strong analytical, organizational and problem-solving skills.
- Excellent communicator and facilitator with a wide-range and multi-culture stakeholders including national governments, development partners, inter-governmental regional organizations and non-governmental organizations.
- Ability to work in a multicultural environment and to foster diversity, team spirit and collaboration.
Languages:
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

Salary and Allowances
The position is funded from extra-budgetary funding.
Annual net base salary on initial appointment is: US$56,046
Annual post adjustment on initial salary is: US$50,834 (in addition to the net base salary)

Probation
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
